The investment grant for 24 hour sheltered accommodation flats and nursing homes was established in 2008. The aim of the scheme has been and is to stimulate municipalities to renew and increase the offer of places in nursing homes, institutions and 24 hour sheltered accommodation flats. The target group for the scheme is everyone with a need for 24 hour nursing and care. The investment grant is given for construction, procurement, alteration, improvement, hire or other method of obtaining 24 hour care places. The Housing Bank of Norway administers the grant on behalf of the Ministry of Health and Care Services and the grant is given to the municipalities. The main aim of the evaluation is to document the effects that the scheme has had as s policy instrument in stimulating municipalities to renew and increase the offer of nursing home places and 24 hour sheltered accommodation flats for persons with a need for 24 hour health and care services, regardless of age, diagnosis or disability. At the same time, the evaluation is to look at the scheme in connection with, amongst other things, the HVPU reform, the Responsibility Reform, Action Plan for Parent Care, Care Plan 2015, Care 2020, the Interaction Reform and the Escalation Plan for Mental Health. The evaluation is to primarily look at how the scheme works as regards innovation, good systems in the municipalities for residents and employees and the connection with the other service offers in the municipality.

The Housing Bank of Norway would like an evaluation with 2 sub-elements:

1) The grant scheme seen in an historical context (20 percent);

2) Evaluation of the current grant scheme (80 percent);

a) Intended and unintended results and effects;

b) Qualitative results and effects of replacing and renewing nursing homes and 24 hour sheltered accommodation schemes;

c) The Housing Bank of Norway´s role as administer of the scheme;

d) The grant scheme´s contribution to innovation and new creation in the municipal sector.

The tenderer shall, based on the finds that are made, highlight the parts / elements / areas of the actual grant scheme and its administration that contribute to positive results and effects and that can be expected to be continued in the future. The tenderer shall also assess the grant scheme as a part of the general health and care policies in relation to meeting the challenges of tomorrow´s society (particularly as regards an increasing number of elderly persons and the fact that there are more younger persons with a need for 24 hour care) and point out possible changes that could contribute to better results, increased effect and social benefit. Finally, the tenderer shall assess to what degree the grant scheme has given and gives municipalities better financial predictability and security for taking long term and often major investments in the municipality's future care offer.
