The Council for Water and Sewage technical Cooperation, hereafter called the Contracting Authority / Council, invites tenderers to a negotiated procedure in 2 steps in connection with the procurement of a Monitoring Programme for Inner Oslo Fjord.
The Council for Water and Sewage technical Cooperation is a cooperation body and primarily consists of the owner municipalities of Asker, Bærum, Oslo, Oppegård, Ski, Ås, Nesodden, Frogn kommuner and VIVA IKS. In addition, the Council has multiple associated members such as county municipalities, County Governors, treatment plants, Inner Oslo Fjord Fishing Club, the Oslo Fjord Recreation Council and the Port of Oslo.
The Council uses it's mandate to take care of mapping of pollution transfers and monitoring of the environmental conditions in inner Oslo fjord. For more info about the Council and it's work see http://www.indre-oslofjord.no
The competition is managed in KGV by Oslo kommune c/o the Water and Sewage Agency.

This occurs through the use of various test methods, measurement parameters, analysis and preparation of data that altogether provides a reflection of the fjord's health condition.

The tenderer shall be a legally established company.
Documentation requirement:
— norwegian companies: Company Registration Certificate.
The Contracting Authority will obtain a Company Registration Certification from the Brønnøysund Register Centre.
Foreign companies: Proof that the company is registered in a business register or company register as prescribed by the law in the country where the tenderer is established.

Requirement:
— the tenderer must have good economic capacity for the implementation of the assignment.
Documentation requirement:
— the business’ Annual Financial Statements or extracts there of if publication of Annual Financial Statements is required in the state where the tenderer is established. The Contracting Authority obtains the Annual Financial Statements that are available at the Brønnøysund Register Centre,

Teknisk og faglig kapasitet:
Requirement:
— the tenderer must have relevant experience from similar works.
Similar works here means:
Research and development work in the same disciplines, for example, research assignments for the public organisations or equivalent works. See SSA-O Annex 1.
Documentation requirement:
— reference list for the tenderer with at least three equivalent works carried out in the last 3 years. Relevant experiences from equivalent work that is carried out more than 3 years ago, will also be taken into consideration.
Reference list shall state:
— name of the Contracting Authority and contact person,
— date and place of execution,
— the nature and scope of the work (what/how),
— degree of difficulty.
The requirement will be assessed based on a combined assessment of the listed refer.
— the tenderer must have at their disposal. A sufficient number of skilled workers with relevant competence for the execution of The assignment.
Documentation Requirement:
— a description of technical personnel or technical units, particularly those who are responsible for quality control, that the tenderer has at their disposal to execute the contract. This can, for example, be described through an organisation chart for the assignment.
