Kort beskrivelse:
In recent years there has been much focus on different challenges around temporary employment and labour hire. Temporary employment has been stable at a stable level for a long time, and the portion of temporary employees was 8,4 % of the workforce in employees in 2017. Hiring from staffing agencies is not completely comprehensive. It is estimated that about 1,5 % - 2 % of all man-labour years are executed by temporary staff hired from staffing agencies. In some business sectors, there has been a major increase in the use of temporary hired staff during recent years, i.a. In the building and construction branch. There is broad agreement that this creates challenges that must be followed up. On this basis, on 10.4.2018 the Ministry of Labour and social affairs promoted a bill with suggested changes to the working environment act, that i.a. aim to limit the use of hiring from staffing agencies, see Prop. 73 L (2017–2018).

The Ministry wants to map whether the current system for enforcement adequately and efficiently ensures that the rules about access to labour hire and temporary employment are adhered to.
See annex 1 in the contract documents (the contracting authority’s description of the assignment) for further description.
The assignment will start when the contract is signed and the final report shall be delivered 1.12.2018 at the latest. The assignment will have a total upper economic limit of up to 2 500 000 NOK excluding VAT.
The contract is subject to the necessary budget grants.

The tenderer must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.

A credit rating with key figures from a certified credit assessment company or other form of documentation to demonstrate that the requirement has been met.

Tenderers must have carried out at least three deliveries in the last 3 years with relevance for this assignment. Relevant deliveries means assignments that show review and /or research competence and solid experience with surveys and analyses from the field.
