The aim of the procurement is to enter into a contract for emptying and transport from separate sewage facilities, street sand traps and pump sumps/sewage pipes in Vestby Municipality. Assignments connected to inspections, registrations and cleaning will be included as part of the contract.
Vestby Municipality is open to letting tenderers offer mobile dewatering. It must be clearly stated under award criteria 3.2 if this technology is offered as the only technology, or in combination with conventional emtpying technology.
If the Contracting Authority receives a tender where mobile dewatering, or a combination of mobile dewatering and the conventional method is offered, it will be emphasised positively when seen against a purely conventional method, based on the award criteria.
The contract value is estimated to be 8 500 000 NOK, excluding VAT, for the entire contract period. The value is an estimate and must therefore be considered non binding.
The Contracting Authority will enter into a contract with 1 — one — tenderer.

The Contracting Authority will enter into a contract with 1 — one — tenderer.

The contract will be valid from 8.1.2019 to 7.1.2021, with an option for the Contracting Authority for a further extension for up to 3 years, 12 months at a time.

The Contracting Authority reserves the right to take up options for amended delivery places during the contract period, see the price sheet.

This Framework Agreement will run for more than 4 years due to special conditions, including investment costs for the implementation of new technology and the time required to acquire local knowledge, cf. the Public Procurement Regulations § 11-1 (4).

Lots and alternative tenders

Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed.

The Contracting Authority has considered dividing the assignment in accordance with PPR §19-4, but has decided that this is not suitable.
