Bergen kommune

Bergen municipality, c/o the agency for urban environment, needs consultancy services for work on land contracts. We need assistance in signing contracts with private and public landowners for various infrastructure measures in Bergen municipality in the period 2018 — 2022.
The agency for urban environment has a broad spectrum of assignments and constructs public infrastructure such as roads, urban areas, pavements, playgrounds and squares. A lot of this future development shall occur on private and public land (not municipal) and we need to negotiate amicable contracts with landowners.

Estimert totalverdi: 13 000 000 NOK 💰
Kort beskrivelse:
Some of the development is in an early planning phase and is subject to political decisions, both as regards what shall actually be done and also as regards a decision on a financial limit for the projects.
In some cases a basis for execution will exist in a development plan and the measure will be carried out with compulsory acquisition. In other cases there is no basis for execution and the measure will not be carried out without an amicable contract with the landowner.

In addition, there can be a need for assistance in procuring recreational areas and assistance with the realisation of measures that are connected to such areas.
It is difficult to estimate the extent of the need for assistance with these land acquisitions, as several measures are in an early planning phase, whilst a political decision has not yet been made on others, both as regards finances or possible development plan requirements.

The need for assistance is estimated to 600 days work in 2018 and 200-400 days work per annum in the subsequent years. This makes up a total of approx. 1500 consultant days work.

Requirement:
The tenderer shall be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Documentation:
— Norwegian companies: company registration certificate, which has been issued no more than 6 months before the tender deadline,
— Foreign companies: Confirmation of registration in a trade or business register as prescribed by the law of the country in which the tenderer is established.

The tenderer must have sufficient economic and financial capacity to complete the contract.

The contracting authority will obtain information regarding the tenderer's economic and financial capacity from the Proff Forvalt credit information company. It is therefore unnecessary to submit these details. (All companies who have provided financial statements to the Brønnøysund Register Centre will be registered through Proff Forvalt). The company shall have experience with land acquisition in the last three years based on Norwegian law, on behalf of public authorities.
Requirements for foreign companies: Experience is required from assignments in which relevant parts of Norwegian law formed the basis of the work.
Documentation of experience:
Description of the tenderer's up to three most relevant contracts in the last three years. It is the tenderer´s responsibility to document relevance through the description. State the contracting authority, describe the project and when the project was carried out.
