The procurement is for the care and management of parks and green areas etc, as well as inspections and maintenance of play areas:
— care of grass areas, summer flowers, bushes and trees, management of park fixtures, surface cleaning, waste management, operation and snow clearing of park roads, open spaces and ball pitches, inspection of drains, urgent assignments and other odd jobs in areas that Bymiljøetaten is responsible for.

— weekly visual inspections and management of play area equipment, care and management of outdoor areas and green areas connected to the play areas, surface cleaning, waste management, inspection of drains, replacement and assembly of play apparatuses, minor renovation work and improvements to covers and constructions, odd jobs, urgent assignments, etc.

The procurement will include both ongoing maintenance work at an agreed price in accordance with the quality description, simple renovation assignments, other planned assignments and urgent assignments at agreed unit prices or hourly rates.
NS 8433 – 2012 The contract will be based on the general contract terms for the care and management of parks and landscape installations.
Two contracts shall be signed as follows:
— one contract with a tenderer for Årstad and Fana,
— one contract with a tenderer for Åsane and Arna.

Both contracts can be extended for a further 1 year, to a total maximum of 4 years.

Requirement:
Tenderers shall be a legally established company.
Documentation requirement:
Norwegian companies: Company registration certificate.
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Documented upon request.
Requirement:
The tenderer must have sufficient economic and financial capacity to be able to comply with the contractual regulations.
Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Documentation requirement:
Credit rating based on the most recent financial figures. The rating shall be carried out by a credit rating company with licence to conduct this service,
The key figures in the requirement must be presented together with an assessment of the tenderer's payment experience.

Experience from similar assignments.
Documentation requirement:
Tenderers are required to have considerable experience from similar assignments. Tenderers must complete Part 1 Annex E — reference Form and describe the 3-5 (minimum 3, maximum 5) most important relevant contracts in the last 3 years, including their scope (number of month-hours), value, time frame and the contracting authority or recipient. A short description shall be given that shows the assignment's relevance. There must also be an overview of the contact person for each delivery as well as the telephone number and e-mail address of a contact person who can be contacted.

Requirement:
Implementation ability – personnel.
The tenderer is required to show good ability to carry out the assignment in accordance with the needs of the contracting authority. The tenderer is therefore required to have sufficient capacity to be able to implement the assignment.
Tenderers must document the following:
— company presentation with an organisation plan,
— overview of the company's total manpower, divided between relevant professions and CVs for key persons,
— a list of persons with documented site gardener/gardener competence, or other relevant education,
— a list of persons with authorisation for using of pesticides,
— a list of persons with certified arborist authorisation (ETW, ISA or similar competence),
— a list of persons with documented knowledge on the current law, standards and classification of deviations for inspections of and improvements to play area equipment,
— Description of Norwegian competence.
Implementation ability — equipment.
The tenderer is required to show good ability to carry out the assignment in accordance with the needs of the Contracting Authority. The tenderer is therefore required to have sufficient capacity to be able to implement the assignment.
An overview of the instruments, machines, tools, materials or technical equipment, including their capacities, which the tenderer can use for the fulfilment of this delivery.
Tenderers shall have satisfactory procedures for quality assurance.
A description of the tenderer's quality assurance methods. If a tenderer is certified in accordance with ISO 9001 or equivalent standards, this will be seen as sufficient. A copy of a valid certificate shall be enclosed.
Tenderers shall have procedures and systems which ensure a low environmental impact during execution of the service.
A short description shall be given of the existing routines that document that the environmental management standard requirements are fulfilled.
If a tenderer is certified by a third party in accordance with ISO 14001, EMAS or an equivalent third party verified standard, this will be seen as sufficient. A copy of a valid certificate shall be enclosed.
