EEA 027-2018 Framework Agreement for cleaning products

Bergen kommune

Bergen municipality and collaboration municipalities would like to enter into a Framework Agreement for cleaning equipment and detergents, hereafter called cleaning products.
The contract is attached to this competition as “Annex 1”. The contract includes a list of collaboration partners who will participate in the contract. Furthermore, the contract includes a list of all the requested products in Annex 4A — price form.
The competition includes, in Annex 2, a list of all historical delivery locations for 2017, as well as an overview of the number of orders placed in 2017. This can be a guideline for the extent of the requested contract.
Annex 3 is a draft of a commitment statement that will be relevant to use in cases where tenderers will rely on other companies for qualification or use sub-suppliers for a significant part of the delivery.
NB: All of the criteria that determine the competition also emphasise conditions such as inclusive work life and environment aspects.

Kort beskrivelse:
This Framework Agreement is for the delivery of cleaning products.
The prices will be fixed for the entire contract period, with the exception of annual index regulations, and they must be equivalent to the prices offered in the tender.
If products have to be changed in the contract period, they must be replaced with products that have an equivalent or better quality at an equivalent or lower price.
All products must be delivered to the units that placed the order and the offered prices must include all costs, including delivery.
There may be some changes to the participating collaborating parties during the contract period. Some new nursing homes and institutions under construction will be given the opportunity to participate, while others will be rejected. In summary, this will not lead to significant changes in volume or delivery obligations.

Municipalities can also change due to merging or other political decisions.
The chosen tenderer will be obliged to replace existing dispensers if required free of charge (e.g., for soap / disinfection products) so that all dispensers suit the offered products. Dispensers cannot be invoiced unless the replacement is due to vandalism, damage or other conditions that the Contracting Authority is responsible for.

Beskrivelse av fornyelser:
The contract can be unilaterally extended by the Contracting Authority for up to 2 years, to a total contract length of up to 4 years. The contracting authority can choose to take up the option for 2 years in several stages, e.g. for 1 year at a time.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten: Tenderers must be registered in a trade register or company register.
Teknisk og faglig kapasitet: Tenderers must have experience from similar contracts.
Minste nivå(er) av standarder:
Tenderers must have a minimum of 3 years relevant experience. The experience must cover deliveries of an equivalent complexity. This can be, for example, deliveries to large municipalities or other organisations with a complex structure. The volume / extent does not necessarily have to be at the same level as what is expected in this competition.

Documentation requirement: relevant experience must be documented by stating a minimum of 3 and a maximum of 5 reference projects from the last 5 years. The references are to be added directly to Mercell as a response to this point.
