EEA 020-2018 Framework Agreement for construction materials for Bergen municipality and collaborating partners

Bergen kommune

Bergen municipality, collaborating partners and affiliated municipalities intend to enter into a Framework Agreement with a tenderer for the procurement and delivery of wood and construction materials.
The contract will mainly be used by the municipality's internal trade services. The Contracting Authority requires that the tenderer, possibly sub-suppliers, have a sales outlet and stores in Bergen municipality during the contract period.
Bergen municipality is, in addition, acting for the following Contracting Authorities:
— Bergen Church Council,
— Askøy municipality,
— Fjell municipality,
— Lindås municipality,
— Masfjorden municipality,
— Modalen municipality,
— Radøy municipality.
Bergen municipality has started to use the market place ehandel.no for call-offs on the product spectrum included in this Framework Agreement. The tenderer must make his electronic catalogues available in the Contracting Authority's e-commerce system within 30 days of the contract being signed. See Annex 3 — Administrative Provisions and Annex 3 — Interaction Contract for further information.

The procurement is for the procurement and delivery of wood and construction materials for ongoing internal and external maintenance of the Contracting Authority's existing buildings at each user place. The contract will mainly be used by the municipality's internal trade services. All the product groups must be kept in stock.

The deliveries do not include the delivery of the same products where trade companies are engaged and where the delivery of materials is included as a part of the assignment.
Attention is drawn to the fact that a separate Framework Agreements have been signed for tools and fixing material as well as paint products. Such products will primarily be procured through these contracts. When construction materials and wood is procured, the accompanying fixing material and tools can be procured by using the Framework Agreement for construction materials (this contract). Examples: Sand paper, plaster screws, terrace, screws, assembly glue, hammers.

Beskrivelse av fornyelser:
The contract will be valid for 2 years, with an option for the Contracting Authority to extend the contract for a further 2 years, to a total maximum of 4 years. The contracting authority can choose to take up the option for 2 years in several stages, e.g. for 1 year at a time.

The tenderer must be a legally established company.
Documentation: Company Registration Certificate, which has been issued no more than six months before the tender deadline. Confirmation of registration in a trade or business register as prescribed by the law of the country in which the supplier is established (applies to foreign companies).

Tenderers are required to have good experience from equivalent assignments in relation to the nature and scope of the procurement.
Documentation: Tenderers must describe the most important relevant contracts in the last 3 years.
System and routines for environmental management:
The tenderer shall employ environmental management measures during the performance of the contract. Tenderers must have an environmental management system that, as a minimum, consists of the following elements:
— a general environment policy for the company,
— a system for monitoring and checking the most important characteristics of the company's operations that can have a significant impact on the environment.
