The contract work consist of engineering design and construction of E16 between the existing E16 at Eggemoen and until profile 2 600 (Åsbygda). The construction traverses a varied nature landscape, with adjoining forest areas at the Eggemo plateau, the flood plain at Randselva with grazing land and a smaller agricultural area toward the end of the parcel. The main divided between land and forest landscape is at Randselva. From the connection at Eggemoen, the road goes over the Eggemo plateau further toward Randselva. A bridge of approx. 600 m will be built over Randselva, the flood plain and the railway. Further, the road will be laid on a filling towards the parcel end at profile 2 600.

The project includes an option:
— Lighting of the stretch from the roundabout at Eggemoen to the parcel end at profile 2,600 including Randselva bridge. See the description in chapter D1.2 for requirements.
The option shall be priced cf. Answer form in Chapter E.
Use of the option will be clarified during the dialogue phase.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten: The tenderer shall be a legally established company.
Økonomisk og finansiell stilling:
Tenderers shall have good economic and financial capacity to fulfil the contract and shall fulfil the following requirements:
— Equity min. 250 000 000 NOK.
— Average annual turnover of minimum 300 000 000 NOK for the last 3 financial years.
— Equity ratio of at least 10 %.
Minste nivå(er) av standarder:
The tenderer's Annual Financial Statements, Annual Report and audit report for the last 3 years and recent information (quarterly accounts) which is of significance to the tenderer's fiscal figures. The form in chapter E2 point 4 shall be completed.
Teknisk og faglig kapasitet:
Tenderers must have sufficient experience of a relevant nature and degree of difficulty from the following works:
— Transport projects with works of an equivalent nature and degree of difficulty as the relevant contract, including engineering design and construction.
— All phases in the project implementation that are requested.
— Engineering deign and implementation of transport projects containing large bridges and structures with a contract value of at least 250 000 000 NOK in today’s value.
— Model based engineering design of large transport projects with a contract value of at least 400 000 000 NOK in today’s value.
Minste nivå(er) av standarder:
1) Up to five and not less than 2 reference projects regarding engineering design of cross discipline projects that contain large bridge structures and road facilities equivalent to this contract. The project shall have been completed during the last five years, calculated from the tender deadline.

At least one of these reference project shall demonstrate experience with and the use of model based engineering design.
2) For at least 2 of the reference project the value of the largest structure excluding rigging and VAT must be at least 100 000 000 NOK in today’s value. These project shall have been completed in the last 10 years, calculated from the tender deadline.

The contract must be sufficiently staffed and that the tenderer must have the capacity and ability to deal with unforeseen circumstances in the contract.
Technical and professional competency and relevant experience is required of the key personnel who will be engaged in this assignment.
