The users of the e-training courses within the management of medicinal products and courses are employees within the nursing and care sector and the health and social services sector in Bærum municipality: nurses and disability nurses, state enrolled nurses and equivalent personnel as well as personnel without health education.

The courses that the tenderer must provide are:

1) basic course in the management of medicinal products for nurses and disability nurses,

2) basic course in the management of medicinal products for persons who need delegation for medicine management,

3) additional modules to the basic course in the management of medicinal products,

4) refresher course in the management of medicinal products, and

5) various professional courses.

Further details on the requirements for the courses are in Annex 3 Appendix 1A the contracting authority's requirement specifications.

Varighet: 48 måneder
Beskrivelse av opsjoner:

The contract period is 2 years with an option for extension of the contract 1 or more times, up to 2 years. The total agreement period is up to 4 years upon release of full option.

Egnethet til å utøve yrkesvirksomheten:

1) The tenderer shall have the tax and VAT payments in order. Documentation requirement: tax and VAT certificate. The certificate shall not be older than 6 months from the tender deadline. Norwegian tenderers who are not subject to VAT must provide confirmation of this from the national tax board. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities. If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

2) The tenderer must be a legally established company. Documentation requirement: Norwegian companies: company registration certificate, foreign companies: proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:

3) Tenderers are required to be financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the entire contract period. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement. Documentation requirement: extended credit rating /report, not older than 3 months, from a publicly certified credit company, which includes a credit rating of the tenderer - typically given by a letter or a short text, as well as an explanation of this. The report shall be based on the last known accounting figures. The date must be clear. Companies without sufficient credit rating, newly started companies with a credit rating of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to document that the requirement is met. In such instances, they will be able to compensate with a satisfactory credit rating which provides an equivalent security for implementation ability. These alternative documents must be included with the tender. The contracting authority reserves the right to demand /obtain further information in order to verify that the tenderer fulfills the requirement.

Teknisk og faglig kapasitet:

4) Tenderers are required to have an organisation that has a high degree of competence to carry out the service. Tenderers must have the necessary capacity to meet the needs required to fulfill the contract. Documentation requirement: tenderers must describe their organisation and their technical and professional competence.

5) Tenderers must have experience from comparable contracts. Comparable contracts means E-training courses related to the management of medicinal products and other courses within health, nursing and care. Documentation requirement: description of the tenderer's up to 3 most relevant contracts in the course of the last 3 years. The assignment description must include a specification of the assignment value, assignment length and the recipient (name, phone number and email address). The tenderer is responsible for documenting the assignment’ relevance through their description. Tenderers that are newly established and cannot therefore present references, must substantiate that they have the prerequisites required to fulfill the contract.
