Lillestrøm municipality would like a complete digital system for the primary and secondary education, with before-and-after-school care service and nurseries, which will render paper redundant. The system shall safeguard the entire education course from nurseries to sixth form colleges. The system shall cover the administrative assignments for school and nursery owners and service locations. The system must be compatible and integrated with the systems used in children and youth field, and municipal administration.

The Contracting Authority expects the new system to be in full operation from August 2019 for each of the three municipalities, but the Contracting Authority reserves the right to decide when the different parts of the system shall be taken into use. The implementation and use be agreed with the new supplier.

There is an opportunity to submit tender offers on parts of the assignment. Alternative tenders are not allowed.
The Contracting Authority has considered dividing up the assignment in accordance with PPR §19-4 and has chosen the following division:
Gr 1: Children / youth administration (schools, nurseries and before-and-after-school care);
Gr 2: Processing temporary staff;
Gr 3: Timetables;
Gr 4: Communication;
Gr 5: Educational functionality.
