The Contracting Authority needs to enter into an agreement with a tenderer whom they can collaborate closely with to develop a digital solution that simplifies and automatises heavy manual operations in connection with the execution of meetings in elected bodies.

A tender shall be submitted for a contract regarding continuous service contracts (SSA-L) for the period from the contract is signed and until 31.12.2024.

The objective is to achieve both social and resource gains. Social gains shall be achieved by the strengthening of the local democracy and political leadership of the municipality. More effective and well functioning meetings in publicly elected bodies give increased quality on the entire decision making process and on the decisions being made.

Resource gains shall be achieved by the administration of the political decision making process being more effective. Heavy manual operations, “time wasting” and fault sources in the current system will be reduced. Both the administration, secretariat and the publicly elected representatives get better working terms. The project will free up time to strengthen the quality of the secretariat’s core assignments.

Beskrivelse av fornyelser:

The contract will then be renewed automatically for 1 (one) year at a time, unless 3 (three) months notice is given by the Contracting Authority before the renewal date. The tenderer has the option to terminate the contract 12 (twelve) months prior to the notification of contract renewal.

Requirement: Tenderers shall be a legally established company.

Documentation: Norwegian organisations shall submit a Company Registration Certificate. Foreign companies shall present proof that the tenderer is registered in a company register or trade register in the state where the tenderer is established.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:

The Contracting Authority requires that the tenderer's wages and working conditions are in accordance with generally applicable wage agreements or nationwide wage agreements for the appropriate area covered by the contract. Tenderers shall enclose a self-declaration confirming that wages and working conditions are in accordance with the generally applicable tariff agreements, see Annex 1, the Tender letter. Tenderers and relevant sub-suppliers shall, when requested in the contract period, document the wages and working conditions of employees who contribute to fulfil the contract. The Contracting Authority reserves the right to impose requisite sanctions if the tenderer or any sub-suppliers do not comply with the contractual clause on wages and working conditions.
