A primary objective of the integration policy is for more immigrants to take part in further education and obtain formal qualifications and an enduring connection to working life. Many different actors are involved in this process, and the government has at several occasions, including the Jeløya platform, expressed the desire to explore the use of economic incentives towards actors that are involved in the integration process. The assignment is part of IMD's following up of this.

The objective of this assignment is to develop models using economic incentives that lead to better results in the Introduction Programme and training in Norwegian language and social studies. The incentives can be directed towards individuals, municipalities or organisations/social entrepreneurs/education and training institutions/other relevant parties. The incentives cannot be in the form of economic sanctions. The assignment must result in a final report.

The assignment is divided into three phases. Phase 1 is the main assignment. Phase 2 and 3 are options related to the assignment, see Annex 1 to the contract.
— Phase 1, the model development phase: the tenderer shall develop models using economic incentives in the Introduction Programme and training in Norwegian language and social studies,
— Phase 2, the pilot phase: the tenderer will ensure that the models are both executable and scalable for major testing,
— Phase 3, the commissioning phase: the supplier must provide the Contracting Authority with knowledge that the models work, i.e., perform systematic testing of the models as well as effect and process evaluations.
IMDi wants a written final report from the model development phase (phase 1). The final report must contain details for the execution and implementation of systematic testing of the models, including a description of a pilot phase and a trial phase, see Annex 1, point 4 to the contract.

Beskrivelse av opsjoner:
There are 2 options related to the assignment concerning systematical testing of the models. Option 1 is an option for piloting selected models prior to the implementation of the trials (the pilot phase — phase 2). Option 2 is an option for systematic trials of selected models (the trial phase — phase 3). The purpose of the options is to obtain as much knowledge as possible about the effects of the models before any national roll-out.
