Petroleumstilsynet

The Petroleum Safety Authority Norway shall develop a completely new website for ptil.no, with new content structure and updated content. The assignment is for the execution of the entire web development process, including choice of publication system/CMS, information architecture, design process, development and testing.
A preliminary project was carried out in 2017, which analysed the user needs and communication objectives. A content strategy was also prepared, which will form the basis for further work. The objective, target groups and some general strategic choices have, therefore, been established.
The contract will have an option for a maintenance contract for the system.
A comprehensive description of the delivery is given in annexes to the tender documentation.

The Petroleum Safety Authority Norway would therefore like to join up with a tenderer who can carry out the entire web development process, including the choice of publication system and introductory content work to the ready developed and tested system:

1. Assistance with the choice of publication system/CMS
2. Content and design phase
— Information architecture with some user testing,
— Interaction design with user testing and prototype, including integrations/interface with associated services (for example, rules database, inspections database, reporting system and video services),
— Completed graphical design;
3. Development phase:
— Implement the website based on the completed design from the prior phase,
— Set up side templates,
— Site acceptance test,
— Acceptance test with the users,
— Trial operation,
Tenderers must be able to provide a development and testing environment for customer verification/testing. Tenderers must have separate licences for development and testing the system. Ptil shall own the source code. This shall be stored in the Petroleum Safety Authority Norway's source management system.
