The aim of this procurement is to enter into a Framework Agreement with one tenderer for debt collection services, in order to collect breached civil demands abroad outside Scandinavia.
There is a need for debt collection services for demands mentioned in point 1.2 in the countries mentioned in point 1.3 in Annex 2 — Requirement specifications. The contract will comprise sending individual cases as needed.

The contracting authority sees to collection and enforced collection on behalf of a number of public entities and has, therefore, a need for debt collection services in order to collect breached civil demands abroad outside Scandinavia.
Legal provisions
The procurement is covered by the Public Procurement Act, 17.6.2016 No. 73 (LOA) and the Public Procurement Regulations (FOA) parts I and III.

Qualification Requirement:
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation:

Foreign companies: Proof that the company is registered in a company register, professional register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:

Qualification Requirement:
Tenderers must have sufficient financial capacity to carry out the contract.
Documentation:
Statement of the company's turnover in recent years, which is significant for this contract.
Credit rating from a certified credit institution.
The assessment must be based on the last known fiscal figures with an indication of how the credit rating has developed over the last 3 years. Key figures for liquidity and equity ratio must be shown in the credit rating.

Good experience is required from similar contracts.
List of the most important deliveries or services performed in the past 3 years, including information on the value, dates, as well as the name of the contracting authority. This must also be documented from any sub-suppliers.
Tenderers shall have sufficient implementation ability and capacity.
An account of the tenderer´s workforce relevant for this assignment.
