Helse Sør-Øst currently has approx. 80 000 users with approx. 50 000 clients. There are 11 different health companies that have a number of locations. Sykehuspartner currently operates the services from 3 regional data centers, with local communication rooms at each company. South Eastern Norway Regional Health Authority is at risk from IT attacks, and in order to protect itself against such threats, there is a need for development of capabilities and building blocks within this area.

An IAM project has been set up, with the aim being to have the greatest possible degree of centralised and standardised services, anchored in Helse Sør-Øst´s security architecture, which have identity and access control as a central part of their vision. The IAM project has, in light of this, been given the task of establishing a standardised, regional model for identity and access control.

Sykehuspartner has a responsibility to implement measures that reduce the risk and threat, as well as strengthen identity and access control to an acceptable level for the health companies. Sykehuspartner therefore wants to enter into a framework agreement on products, maintenance and cloud services with consultancy in these areas.

The aim is to establish a framework agreement with an external Supplier who can take on responsibility as an integrator who ensures uniform delivery within specified product areas. Sykehuspartner would like a Supplier who can be a partner and contribute to the realisation and further development of Sykehuspartner´s IT strategy within identity and access control.

If, through the dialogue, it should become apparent that the objective of a framework agreement does not best fulfil the Contracting Authority’s need, the Contracting Authority retains the right to award framework agreements to more than one tenderer.

The framework agreement will cover areas where other agreements already exist. The Contracting Authority has different expiry dates on the current agreements, and wants to achieve a combined framework agreement for that which is included in the competition. For the sake of the existing agreement, call-offs will not be made in these areas before the existing agreement conditions have finished.

It is desirable that the procurement also can cover establishment of maintenance agreements for the existing products where the relevant maintenance agreements expire and shall be replaced by new maintenance agreements. A preliminary specification of the need for maintenance of products is attached to the draft maintenance requirement.
