The Citizen Survey is one of the largest surveys by the government administration in Norway, and comprises people's satisfaction with the public services, democracy and the welfare state. It will provide a better knowledge base to further develop public services across sectors, and provide knowledge that can assist in the further development of public enterprises in the long term. The survey is divided into a citizen part and a user part.
The aim of this procurement is to find a suitable tenderer of data collection services who can collect all the data, including the administration of invitations and receipt of responses, both on paper and electronic.

The citizen survey is anchored in the Government´s renewal strategy (2007), which states that a lot of emphasis is to be put on how citizens experience public services.
The survey has been carried out in 2009-10, 2012-13, 2014-15 and 2016-17, and it is used on a national, regional and partly local level, as well as in various services.
See annex 1 of the contract for further details.
The 2 tenderers who have the best tenders according to the award criteria will be invited to present their tenders.
The assignment will commence at the end of January 2019 and it must be completed by 21.9.2019
