The Norwegian County Social Welfare Boards are a government independent court-like administration body that have the power to make decisions in compulsory cases in accordance with the Child Protection Act, the Health and Care Services Act and the Infection Control Act.
The aim of the procurement is to enter into a contract for the operation of ICT systems and services for the Norwegian County Social Welfare Boards for child protection and social cases. The Norwegian County Social Welfare Boards' ICT services are currently run by Bufetat's IT department, this contract expires in mid 2019. The Norwegian County Social Welfare Boards mostly consists of 13 units that are located nationwide. The Boards own the equipment, which is located in the local units, primarily thin clients and laptop PCs, as well as printer units and other infrastructure.

Beskrivelse av fornyelser:

The contracting authority will enter into a contract based on the Government's standard contract (SSA-D). The contract will be valid for three (3) years calculated from the start-up day for ordinary operation. Thereafter, the contract will be automatically renewed for one (1) year at a time, unless the Customer gives six (6) months notice, or the Tenderer gives twelve (12) months notice, prior to the renewal date.

Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.

Documentation Requirement

— norwegian companies: company registration certificate,

— foreign companies: verification showing that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Minste nivå(er) av standarder:

— a rating from D&B or similar, showing that the company achieves minimum A is to be attached,

— tenderers who do not achieve a rating that is equivalent to minimum A can submit a irrevocable parent company guarantee. The parent company´s rating must be minimum A, (the rating is to be attached),

— any recently formed companies must be able to substantiate the qualification requirement, possibly with a bank guarantee,

— tenderers are obliged to provide additional information on the actual accounting status if this deviates from what can be deduced from the above-mentioned reports.

Teknisk og faglig kapasitet: Tenderers must have broad experience from comparable assignments.

A detailed description must be given of minimum three and up to 5 of the most important and relevant references in the last 3 years, which are in ordinary use. The references must be detailed in Document B. Technical and professional qualifications of the tenderer.

It must be clear which deliveries are references for the main supplier, and which are references for any sub-supplier(s).

The Contracting Authority will only contact the stated contact persons if the Contracting Authority has a reason to contact them when assessing whether the qualification requirements are fulfilled.

The selection of tenderers who will be invited to participate in the competition will be based on the following selection criteria:

1) Best qualified:

Qualified tenderers will be ranked in order according to how well they fulfil the qualification requirements in point 4.5, the Tenderer´s technical and professional qualifications.

When assessing which tenderer is the best qualified, emphasis will be put on the following additional factor, which the contracting authority deems to be relevant for ranking in prioritised order:

— the tenderer's experience with the delivery of equivalent assignments,

— the tenderer's experience with delivery to…

… customers involving sensitive information (sensitive personal information),

… public customers in the small and medium-sized categories,

… customers who have several locations.
