Nordic Innovation and NordForsk want to enter into a contract for the development of a joint web system, including a joint technical solution (CMS) and the development of design and information structure for Nordic Innovation's new website. There will probably also be an opportunity to enter into a contract to develop design and information structure for a new website for NordForsk in 2019/2020. We want to base the development of design, information structure and technical system on the flexible project methodology. We anticipate entering into a contract in November 2018, and that the work for the first lot will begin immediately after. Nordic Innovation and NordForsk want to prepared the specific schedule and distribution of deliveries in close collaboration with the service provider. Besides this, we want to enter into a contract for support, hosting and operation, and a contract for further development in three years.

Nordic Innovation wants a user friendly and intuitive website and wants to be fully digital with all interested parties. Therefore, NI is investigating the possibility of driving the project application process through the website instead of in another system.

In 2019/2020 NordForsk wants a new website, including design and information building and adaptation to the joint CMS. Therefore, this is also a possible assignment for the selected service provider.
Integration of Insights Grants:
In the long-term, NordForsk wants to explore the possibilities for integration with the Insights Grants case and application system (https://machina.no/produkter/grants/). This concerns only information from Insights Grants to nordforsk.org, so as not to write to or update in Insights Grants from nordforsk.org.

NordForsk wants to explore the possibility of integrating Crossref, a portal for research output, to nordforsk.org. As Insights Grants, this is only one way integration where we obtain information from Crossref and use it on nordforsk.org.
Transferring of joint technical platform to Nordic Energy Research:
In the long-term, Nordic Innovation and NordForsk wants to have a joint technical platform with Nordisk Energiforskning [Nordic Energy Research], that is also a subsidiary of Nordisk Ministerråd [the Nordic Council of Ministers', and share premises and joint administration with Nordic Innovation and NordForsk. A possible future assignment for the selected tenderer will therefore be to transfer Nordic Energy Research's current website to Nordic Innovation and NordForsk's technical system. b) Tax and duties condition:
The tenderer must have submitted their tax assignments and paid tax and employer contribution.
Tax Certificate. The certificate shall not be more than six months old, calculated from the tender deadline delivery.
The tenderer must have delivered his statements and paid VAT.
Tax Certificate for VAT. The must not be more than six months old, calculated from the tender deadline date.
c) Health safety and environment:
The tenderer must vouch for the company working systematically to fulfil the requirements in the health, environment and safety legislation, and that they satisfy the Internal Control Regulations. Furthermore, the tenderer must confirm that the company is legally organised in relation to applicable tax and working environment regulations for employees' professional and social rights, and must give the contracting authority the right to review and verify the company's system for ensuring health, environment and safety.

The tenderer is required to have sufficient professional capacity to be able to implement the assignment, and experience from relevant assignments - both the technical system and development and design of new website. Relevant assignment means comparable assignment in nature and scope.

Requirements
Tenderers are required to be able to offer sufficient organisation and competence to be able to perform the requested work.
The contracting authority wants documentation that the tenderer can provide a team with experience in the following areas:
— Digital Project Managers
— Technical specialists/architects/developers within the technologies this tender is primarily based on.
— Specialists in user friendliness, content strategy and information architecture.
— Web designers.
Description of the tenderer's organisation, with an organisational chart, number of employees and professional qualifications, showing that the tenderer has experience with the main areas listed under requirements.
Sub-suppliers
Any sub-contractors must commit to delivering the described products and services on equal terms to the tenderer, and shall fulfil the above qualification requirements.
If collaborating with sub-contractors, the tenderer must present documentation demonstrating that the tenderer and the sub-contractor have worked together previously on similar assignments.
Documentation requirement: Signed Commitment Statement from the sub-contractor stating what type of product or service the sub-contractor contributed, and that the sub-contractor has sufficient capacity to implement the assignment. Sub-contractors must also document fulfilment of the above qualification requirements.
