The tenderer must set out, collect, exchange and repair containers and other collection equipment, as well as other adjacent services.
— Part 2: Storage.
The tenderer must have a store and workshop for containers and other collection equipment.

Requirement 1: tenderers must have their tax and VAT payments in order.

Documentation requirement 1:

— Tax and VAT certificate

A certificate for tax and VAT issued by either the local tax office or the tax collection office where the tenderer's head office is located. The certificate can be obtained from Altinn.no

The certificates shall not be older than 6 months, from the tender deadline.

— Norwegian tenderers who are not VAT obliged must provide confirmation of this from the Norwegian tax authorities,

— Foreign tenderers must submit certificates from authorities equivalent to the Norwegian authorities.

Requirement 2: The tenderer shall be a legally established company. Documentation requirement 2:

— Norwegian companies: Company Registration Certificate.

— Foreign companies: Verification that the company is registered in a trade index or business register as prescribed by the law of the country in which the tenderer is established.

Økonomisk og finansiell stilling:

Requirement 3: tenderers are required to be financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the contract period.

A creditworthiness of A (creditworthy) is required to be eligible for this competition. Tenderers with a lower rating will be rejected.

Tenderers must present a declaration of willingness from a bank or other financial institution certified by the financial supervisory authority of Norway, that security will be provided in the form of a bank guarantee equivalent to 20 % of the tender sum, in accordance with the price sheet.

Documentation requirement 3:

— the revised annual accounts for the last 2 years,

— extended credit rating/report, not older than 3 months, from a publicly certified credit appraisal company, which includes a credit rating of the tenderer - typically given by a letter or short text, as well as an explanation of this. The report shall be based on the last known accounting figures. The date must be clear.

— companies without sufficient credit rating, newly established companies with a credit score of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to document that the requirement is met. In such instances, they will be able to compensate with a satisfactory credit rating which provides an equivalent security for implementation ability. These alternative documents must be included with the tender,

— Declaration of willingness from a bank or another financial institution on a bank guarantee equivalent to 20 % of the tender sum.

If the tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove the financial position with any other document that the contracting authority deems suitable, for example, a parent company guarantee (annex 5) or another guarantee/security.

Teknisk og faglig kapasitet:

Requirement 4: tenderers, possibly with support from sub-suppliers, must have good experience from comparable assignments.

A good and well-functioning quality management system is required for the requested services.

Documentation requirement 4: description of the tenderer´s most relevant assignments in the last 3 years, including information on the value, date, and the name of the public or private recipient/orderer/contracting authority, with contact information for any reference collection. It is the tenderer's responsibility to document relevance through the description. Tenderers may do this by including documentation on the competence of the personnel that can be used for this project, including experience that has been acquired while the personnel was in the service of another employer.

A tender conference will be held on 10.10.2018 from 9:00 - approx. 10:30. The conference will be held in RdD's premises, Grønland 1 in Drammen.

Tenderers who would like to participate are asked to register by 8.10.2018, 14:00, to RfD c/o Jonas Brurberg, jonas.brurberg@rfd.no (telephone: 41 47 99 66), with information on the number of participants.

Information will be given at the tender conference, as well as a brief review of the important points in the tender documentation. Tenderers will be able to make comments and ask questions about the tender competition. Minutes will be kept from the conference.
