This procurement concerns a Framework Agreement for consultancy services in the project discipline Systems engineering.

A number of projects need support with Systems engineering. Systems engineering shall i.a. ensure that the essential needs are safeguarded in the final system solution through function analysis, requirement analysis, system analyses, design and verification. The work shall be in line with — 1510 — Provisions for integrated logistics support, system engineering and information management in The Norwegian Armed Forces', that has the objective of ensuring that all personnel that carry out activities related to logistics support, systems engineering and information management, have a uniform approach in obtaining of material and material management.

The procurement will comprise consultancy services in the following areas:

— Systems engineering support: includes methods utilised in the industry, experiences and implementation of assignments.

— Requirement development: Modelling to identify, analyse and define requirements.

— Requirement quality: Make sure to set requirements within a standard.

— Requirement management: Use of DOORs/DEx to have control, traceability and configuration control of specifications.

— Analysis: Analysis of requirements, documentation, specifications, processes.

— Evaluation: DEXeval, set up evaluation matrices, hierarchy and models.

— Systems engineering training: Training and competence transfer for the contracting authority's employees in the different specialist areas.

— Contract follow up: Document production for reviews, and change processing.

There will be a need for assistance throughout all project phases. The tenderer must be able to demonstrate documented knowledge and experience in the above named areas.

There is also a need to implement and transfer knowledge of systems engineering and related areas, as it will be necessary throughout to focus on transfer of knowledge and training of the contracting authority's own personnel.

The contracting authority currently uses Prinsix as a method tool in project management.

Option for a 1 year extension of the contract per triggered option (1 year + 1 year). The maximum duration of the Framework Agreement including extensions, is 4 years.
