The objective and scope of the contract:
The competition is for a framework agreement with a total supplier within consulting engineering services.
The objective of the procurement is to ensure Skedsmo municipality access to such services for the implementation and quality assurance of new constructions, building development and maintenance of the properties managed by Skedsmo kommune.
If possible, 3 or more parallel framework agreements will be signed with tenderers who can cover all disciplines.
The value of the procurement is estimated to be 20 000 000 NOK excluding VAT per year. The volume is dependent on political decision and must regardless be considered an estimate and is not binding.
The procurement does not include already begun assignments, unless determined by the contracting authority.

Due to the municipal mergers, the agreement can also include Fet and Sørum from 1.1.2020 (See point 1.1.5).

Lots and alternative tenders.
Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed.
The contracting authority has considered dividing the assignment in accordance with PPR §19-4, but has not found this appropriate.
Beskrivelse av fornyelser: 2 extensions, each for 12 months.

Vilkår for deltakelse
Økonomisk og finansiell stilling:
(ESPD: Part II A.e) Certificates for Tax and VAT.
The tenderer shall have settled conditions in relation to payment of taxes and VAT.
(ESPD: Part IV B.58-3) Other economic and financial requirements: Economic and financial position.
Requirements regarding the tenderer´s economic and financial position: The financial capacity to fulfil the contract is required.
Teknisk og faglig kapasitet:
(ESPD: Part IV B.58-4) Requirements related to the tenderer's technical/professional qualifications.
Good experience from equivalent assignments/deliveries is required. This means assignments of corresponding nature, complexity and degree of difficulty.
Tenderers shall have a satisfactory quality assurance system.
