The work involves the new construction of 20 sheltered accommodation flats with the accompanying communal functions, divided between 2 two-storey residential wings with a middle communal building with a lounge and kitchen, in addition to a basement with technical rooms and storage areas. The building´s area is approx. 2100 m2. The building shall be built into Sundheimen with a glass corridor.
The expected construction period is approx. 18 months. The expected start-up of the work is 30.4.2018.
The work shall be carried out near other residences (Sundheimen nursing home and psychiatric housing) and the tenderer must take this into consideration for the planning, operation, safety, noise levels, environment, etc.

— Insulation and roofing work, as well as fittings work,
— Locks and fittings.

Requirement:
The tenderer must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).
Documentation requirement:
Tax certificates not older than 6 months calculated from the tender deadline. A Tax Certificate is defined as:
For Norwegian tenderers:
— Tax and VAT certificate issued by the tax office via Altinn.
For foreign tenderers:
— Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue these certificates, the tenderer should submit a statement which states that all taxes and duties have been paid. The statement shall be approved and signed by the tenderer's Financial Director/person responsible for finance.

Requirement:
The tenderer shall have sufficient financial strength to comply with the contractual obligations.
Documentation:
The tenderer's Annual Financial Statements including notes with the Board's and auditor's reports from the last 2 years.
If the Annual Financial Statements for the last year are not finished before the tender deadline for this contest expires, the last year's preliminary annual accounts should also be attached.
The Contracting Authority reserves the right to carry out a credit assessment from Experian.
Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.
The tenderer may choose to rely on other companies’ capacity to fulfil the requirement for the tenderer's economic and financial position. The tenderer must, in such cases:
— Document the resources for the company/companies the tenderer will rely on,
— Proof that the tenderer will have the necessary resources from these companies at his disposal in the contract period, by, for example, presenting a commitment statement, guarantee, cooperation contract, etc.
This applies regardless of the legal nature of the connection between the companies, i.e. that the supporting companies can either be the tenderer's parent company, another company in the same group, a collaborating partner, etc.

Requirement:
The tenderer must have adequate implementation ability.
Documentation:
A short, general description of the company shall be given, including:
— An account of the company’s business concept and core competencies related to the scope of the delivery,
— An overview of the company’s history, organisation and ownership, as well as a description of the current business activities,
— Description of how the service provider is organised for the execution of this contract,
— A concise description of the overall quality assurance system that the supplier will apply in carrying out this contract must be given.
The tenderer may choose to rely on other companies’ capacity to meet the technical and professional qualification requirements. The tenderer must, in such cases:

The tenderer shall have good experience from equivalent assignments.
Certificates from similar deliveries in the last 5 years. The certificates should be signed or confirmed in writing by the Contracting Authority for the different deliveries, and as a minimum shall include:
— A brief description of the assignment,
— Time of execution,
— Scope of the assignment in monetary amount,
— Name, and telephone number of the reference person at the Contracting Authority.
If it is not possible to acquire signed or verified attestations, the tenderer shall provide a list of all relevant assignments with descriptions in accordance with the above points.
The Contracting Authority must have the possibility to contact the contact persons who are listed.
Tenderers must respect basic human rights and employee rights.
Documented by a signed annex 4 — self-declaration on fulfilment of the eight basic ILO conventions.

The contract for construction work involves the execution of the sealed building work for 20 sheltered accommodation flats with the accompanying communal functions in one building of approx. 2100 m
The building shall be constructed with 2 wings and a middle part with 2 main floors, as well as a small basement with technical rooms and storage rooms.
The building shall have a floor on the ground and the main construction will be concrete covers with steel pillars and concrete walls, as well as supporting wooden gable walls.
The roof construction will be Q-cover. The building shall be built into Sundheimen with a glass corridor.
The building work covers the following disciplines, joinery, masonry and tiling work, painting and floor laying work, glass and aluminium work, fitting work, roofing and flashing and guttering, external and internal windows, internal doors/classed doors, aluminium doors and steel doors and locks and fitting work.
