Requirement 3 — Finances.

The tenderer is required to be financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the period of the agreement.

The credit worthiness that will apply for qualification for this competition is A/risk class 5 (credit worthy). Tenderers with a lower rating will be rejected.

Documentation requirement:

— Extended credit rating/report, not older than 3 months, from a publicly certified credit appraisal company, which includes a credit rating of the tenderer — typically given by a letter or short text, as well as an explanation of this. The report shall be based on the last known accounting figures. The date must be clear.

— Companies without sufficient credit rating, newly established companies with a credit score of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to document that the requirement is met. In such instances, they will be able to compensate with a satisfactory credit rating which provides an equivalent security for implementation ability. These alternative documents must be included with the tender.

If the tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove the economic and financial position with any other document that the Contracting Authority deems suitable.

Requirement 4 – Ability to fulfil the contract.

A very good ability to fulfil the contract is required and the tenderer, including sub-suppliers, is required to have competent resources available to fulfil all phases of the contract. (Expertise).

Documentation requirement:

— A description of the organisation, implementation ability and capacity, including,

— Organisation chart, as well as a description of how the tenderer will ensure access to qualified personnel,

— A general overview of resource persons and competence experience for skilled workers that the tenderer has at his disposal within the relevant fields, whether they belong to the company or not. Cooperation with any subsuppliers shall be described,

— A description of similar projects that the tenderer has carried out under Norwegian law, where data is stored in Norway or the EU,

— Also describe, if possible, similar projects where the Tenderer has started up hybrid computer centre architecture with a 3rd computer centre within a maximum of 3 millisecond distance from the location, so that 'latency' challenges are avoided for critical systems,

Requirement 5 – Experience.

Very good experience from equivalent contracts is required. Regarding equivalent contracts, see the description in point 1.2 and point 1.3 in the tender documentation.

— A list with a description of the 2-3 most important deliveries for moving, establishing and operating equivalent hyper-converged, software-defined computer centres. This is to include information on the value, date, sub-suppliers and the name of public or private recipients, with contact information for obtaining references.

Requirement 6 – Quality Management System.

A good and well-functioning quality management system is required for the requested services.

The concept of a quality management system is that, amongst other things, the tenderer has an awareness of quality objectives, planning, securing, handling deviations, green IT and quality improvement.

Documentation:

— A short account of the tenderer´s quality management system and a short description of how compliance with the quality assurance system is ensured, as well as a copy of any certifications, etc. If the tenderer is certified in accordance with ISO 9001:2008 or equivalent, such a certificate is valid as documentation of fulfilment of the qualification requirement.
