Oslo kommune c/o Sykehjemsetaten [the Agency for nursing homes] shall procure hire and service performance agreements with ideal service providers for the operation of 300-400 places in 3 - 5 long-term homes.
The procurement is reserved for ideal service providers, cf. PPR§ § 2-4 letter h, and the non statutory access to reservation in accordance with the Ministry of trade, Industry and fisheries’ guideline to the regulations for public procurements of 7.12.2017. Parallel hire, operation and service performance agreements shall be signed, with a duration of 8 years + 1 year + 1 year. Hire and service performance agreement shall be signed with ideal suppliers.
In the tender offer, the tenderer shall provide the total number of places in the long-term home. The tenderer shall in addition offer a price for protected long-term places as an option.

For each long-term home the following is included:
— Hire and operations agreement.
— Service performance agreement.
The tenderer shall take on total responsibility to present a satisfactory building, and manage, operate and maintain hire items for 8 years + 1 year + 1 year. The tenderer will receive remuneration during the agreement period.
The tenderer is completely responsible for the hire item meeting all requirements in the requirement specification and applicable regulations. In the tender offer, the tenderer shall describe what is necessary for the delivery in accordance with the Requirement Specification — building.
