Sola kommune

Finnøy, Rennesøy, Sola and Stavanger municipalities, Stavanger og Sola kirkelige fellesråd [Stavanger and Sola Church Council], and Sandnes Eiendomsselskap KF, hereafter called the Contracting Authority, hereby invite tenderers to a competition for the delivery of paint, wallpaper, floor coverings and associated services. The Framework Agreement for the delivery of paint, wallpaper, floor coverings and associated services comprises municipal buildings and residences in the municipality, as well as schools, nursery schools,residential and activity centres, nursing and aged care homes, swimming and sports halls, office buildings, Arts Centres, municipal rental housing, health centres etc.

Beskrivelse av opsjoner:

A municipal merger is planned between Forsand and Sandnes kommune from 1.1.2020. On this basis, we anticipate a marginal expansion of the contract scope, hereunder that Forsand kommune shall have an option to join the agreement up until this date. Forsand kommune shall be subject to the same price and contract terms as Sandnes Eindomsselskap KF.

Egnethet til å utøve yrkesvirksomheten:

Tenderers shall be a legally established company.

Documentation: Norwegian companies: Company Registration Certificate. Foreign tenderers: Documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Tenderers shall have their tax and VAT payments in order.

Documentation: Norwegian companies: Tax and VAT certificate, not older than 6 months calculated from the tender deadline expiry (https://www.altinn.no/no/Skjema-og-tjenester/Etater/Skatteetaten/Attestbestilling/):

— foreign companies: certificate issued by the competent authority in the tenderer's home country certifying that the tenderer has fulfilled his obligations regarding taxes and VAT payments in accordance with the legal provisions of the country where the tenderer is established. The certificate must be presented before the tender deadline and must not be older than 6 months from the tender deadline.

Økonomisk og finansiell stilling:

The tenderer shall have settled financial conditions and the financial capacity to fulfil the contract:

— the Contracting Authority will obtain a credit appraisal from the credit and analysis company Experian. The tenderer must achieve a minimum rating of “credit worthy”, or the equivalent,

— alternatively, when submitting a tender offer, tenderers can enclose a credit rating from an approved credit rating company that demonstrates that the tenderer is credit worthy. The credit rating must not be older than 6 months, and it shall show the current financial situation of the company. Companies registered in other countries than Norway must enclose a credit rating,

— companies registered in other countries than Norway must enclose a credit rating,

— if the tenderer knows that the requirement regarding the economic ability to fulfil the contract cannot be met via the credit rating as specified above, the tenderer can enclose with the tender offer other documentation confirming that their economic ability is satisfactory,

— tenderers who have not had accounts in recent years will be rejected unless a pledge is presented for a bank guarantee of such a size that it can be used as security for fulfilment of the contract,

— Tenderers must be able to document a minimum annual turnover of 12 000 000 NOK excluding VAT,

— the Annual Financial Statements for the previous financial year, documenting sufficient turnover.

Teknisk og faglig kapasitet:

— the Tenderer must have experience from relevant assignments for the delivery of work with associated materials, as described in this tender documentation, in regard to the scope and complexity. Multiple smaller, relevant assignments in the same time frame can combine to give the tenderer an equivalent qualification. As documentation, the tenderer shall enclose a list of the most important, relevant assignments during the last 3 years, including information about the assignment, value, dates and name of the client,

— Tenderers shall have a well-functioning quality assurance / management system for the services that shall be provided,

— certificate for the Tenderer's quality assurance / management system, issued by independent bodies that confirm that the tenderer fulfils recognised quality assurance standards (ISO 9001:2015 or equivalent),

— the Contracting Authority will also accept other documentation that demonstrates that the tenderer has a well-functioning system for ensuring quality, customised to the nature and scope of the assignment. As a minimum, the Tenderer must present a general description of the contents of the system including an overview of control plans and check-lists that are relevant for this assignment,

— Tenderers must be able to ensure environmental consideration when carrying out the service,

— Environmental Certificates, for example EMAS, ISO 14001, or equivalent,

— the Contracting Authority also accepts other documentation showing that the tenderer safeguards. Here a minimum description must be given of the tenderer’s own system, and procedures for environmental policy, environmental control scheme, and other information the tenderer considers relevant,

— the Tenderer shall also enclose a brief statement, maximum five (5) A4 pages, stating the tenderer’s declared environmental goals, status of the environmental works in their own business and planned measures with relevance to this contract.
