The work includes, amongst other things, emptying sludge from the following types of sewage facilities:
— private interceptors for sludge/mini-treatment facilities,
— municipal sewage pump stations,
— blocked collection tanks for sewage,
— large interceptors for sludge,
— sewage treatment plants,
— surface water drains,
— major flushing,
— emptying blocked tanks,
— emptying services that are not included in the municipality's practice, also as required.

Beskrivelse av opsjoner:

There will be an option to expand the sludge emptying services to include septic tanks and mini-treatment facilities in Kristiansand municipality, which are not emptied by the municipality itself. The service could be used after enforced sludge emptying is introduced in Kristiansand municipality, i.e., from 1.1.2020. The volume is subject to change. The tenderer will be informed as to whether the service will be used or not by 1.10.2019.

Vennesla municipality would like to enter into a framework agreement for 3 years, with an option for up to a further 1+1 year, so that the total possible contract length is 5 years.

Vilkår for deltakelse
Økonomisk og finansiell stilling:

Requirement: tenderers must have sufficient financial capacity to fulfil the contract, including satisfactory turnover, earnings, degree of liquidity and equity. Documentation requirement: solidity assessment from an acknowledged credit appraisal agency. The assessment shall be based on the most recent known accounting figures. The key figures in the requirement must be presented together with an assessment of the tenderer's payment experience or tenderers can instead choose to attach annual financial statements from the last 2 years. These must contain notes, the board's report and auditor's report. The Contracting Authority can free of charge undertake an assessment of the supplier's economic and financial standing by utilising the services of Proff™Forvalt (www.forvalt.no)

Teknisk og faglig kapasitet:

1) Experience is required from similar assignments: tenderers must have good experience from the execution of equivalent deliveries/comparable assignments. Documentation requirement: a list with an overview of equivalent deliveries in the last 3 years. As a minimum, the list must include: the name of the customer, a contact person at the Contracting Authority and contact information (telephone number and email address), extent and contract value, date of the delivery and a short description of the delivery. It is the tenderer's responsibility to document relevance through the description.

NB: tenderers must submit documentation of equivalent assignments together with the tender and the completed ESPD form. Tenderers must complete annex 5 reference form.

2) Implementation ability: tenderers are required to prove a good ability to fulfil the contract in line with the Contracting Authority's needs. The tenderer is required, therefore, to have sufficient capacity to be able to complete the task.

Documentation requirement: an overview of the company's total manpower, with competence for the execution of this delivery, as well as an overview of the equipment/vehicles (model, year) that will be available for the fulfilment of the contract. Information on established collaboration partners or sub-suppliers who will influence the delivery/which sub-suppliers the tenderer plans to use.

3) Tenderers must have a satisfactory quality system that covers the activities included in the contract.

Documentation requirement: a description of the quality assurance system. Documentation of certification can be presented as documentation.
