The aim of the framework agreement is to cover the contracting authority´s need for courses and guidance for personnel who, due to various reasons, need to increase their motivation to apply for a new job. The various reasons can be an excess of personnel, personnel who must leave the entity as they have reached the special age limit of 57 /60 years, or that their competence is no longer relevant for the Norwegian Armed Forces. Most of the contracting authority's course participants are very concerned with personal integrity, so it is very important that the course and guidance are adapted to this. The course participants will be both employees and managers, many of them have been managers at a high level in the entity. It is important for the contracting authority that the tenderer must be able to meet the course participants in a respectful way, understand what culture they are coming from and must be able to make the course participants aware that their competence is in demand and very usable outside the Norwegian Armed Forces.

The participants will have participated in the Norwegian Armed Forces' internal job course. This is the first part of the career change programme, which lasts for 2 days.
— Day 1 includes an analysis of personal qualifications, preferences, qualities, skills and team roles.
— Day 2 is about, amongst other things, the labour market´s division and job network (what, why, maintenance and utilisation).
This framework agreement shall cover the need for part 2 of the career change programme, which last for 2 days. This part of the course shall include:
— market knowledge,
— trends and development in the labour market,
— writing CVs, including individual guidance and individual interview training,
— opportunities for individual follow-up, if needed, after the teaching has finished.
Tenderers shall provide course and personal follow-up if need, in accordance with the framework agreement and as stated in the requirement specifications.
The tenderer will be responsible for ensuring that the services fit together in a uniform way. The courses will mainly be held at Perminalen's course premises in Oslo. The courses are to be held during the day, over 2 days of 8 hours, currently 08:00 - 16:00. If needed, the courses can be held in other locations. The Norwegian Armed Forces estimate there will be 12 courses per annum.

The financial extent of the procurement of the career change programme is estimated to be 600 000 NOK excluding VAT per annum. The estimated total value of the contract period, maximum 4 years, including options, is estimated to be approx. 2 500 000 NOK excluding VAT.

The contracting authority would like to point out that the course participants' individual needs must be emphasised as their professional careers in the Norwegian Armed Forces will have been in positions from sergeant level to general level.
