Bus Tender Route Package Bergen South and Route Package West

Hordaland fylkeskommune v/ Skyss

The aim of the procurement is to get an operator(s) for the 2 route packages 'Bergen south' and 'west'. The routes in the area are mainly built on the current lines and route offer, the ambition is a continuous line network and an offer that allows as many people as possible to get to important destinations.
The current contracts (per 2017) (maximum take up):
Bergen south: 6 252 575 route kilometers 123 buses.
West: 5 109 829 route kilometers 133 buses.
Both Bergen south and west and areas where Skyss expect the need for public transport to grow until 2030.
Both route package west and route package Bergen south are to be carried out with 100 % renewable energy. Skyss shall have the right to ask the operator to change the propulsion technology during the contract period.
Route package west includes an option for the Contracting Authority to require that parts of the route production are carried out with biogas.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer must be a legally established company.
In order to issue a route permit, the tenderer must comply with necessary requirements in the Professional Transport Act.
Tenderers must have good competence and experience from equivalent assignments in route areas with more than 50 000 inhabitants.
Tenderers shall have the ability to carry out procurements and organise the operation/maintenance of electric buses with the accompanying charging infrastructure during the contract period, cf. points 23.6.2 and 23.6.5 in the contract.
Tenderers shall have the ability to provide the services connected to the concept Bus-as-a-Service (BaaS), cf. Annex 11 of the contract.

Tenderers shall have sufficient economic and financial strength to be able to fulfil the contract.
Good conduct.
In order to issue a route permit, the tenderer must comply with necessary requirements in the professional transport act.
Minste nivå(er) av standarder: All the qualification requirements are minimum requirements.
Teknisk og faglig kapasitet:
Tenderers shall have the ability to provide the services connected to the concept Bus-as-a-Service (BaaS), cf. Annex 11 of the contract.

Kontraktutførelse
Innskudd og garantier som kreves:
A pledge from a bank or an insurance company verifying that a licence guarantee statement that covers the always current guarantee sum given by the licence authority for this year, multiplied by the number of buses included in the assignment. The pledge for a licence guarantee shall be calculated from the number of buses in the current contract.

Confirmation from a bank, insurance or financing institution shall be enclosed stating that a bank guarantee for correct fulfilment of the contract will be provided if the tenderer is awarded the contract.
The final guarantee shall be sent to the Contracting Authority within 5 days of the contract being signed.
This guarantee is in addition to the licence guarantee for the award of licence.
The pledge of a bank guarantee shall, as a starting point, be for 10 % of the current contract value. The current annual contract sums for Bergen south and west are: 235 000 000 NOK and 225 NOK.
