This procurement shall introduce the concept Bus as a Service (BaaS) for Nettbuss AS. This means that the IT services shall be delivered through a distributed architect model with clear interface for delivery and responsibility, built to European specifications and standards as defined by ITxPT (www.itxpt.org).
Nettbuss AS has operational, technical and management responsibility for all of their utilised areas, and full responsibility for procurements, installations and operation of necessary equipment. This also means that Nettbuss AS shall carry out operational planning, traffic deviation, traffic monitoring, logging, deviation and preparedness management. Nettbuss needs the agreement and solution to safeguard both operation, support, licenses, system development and adaptations as needed.
The procurement comprises 4 traffic packages (Romerike) with a contract period of 8 years, and the option to extend for 1 year + 1 year + 1 year.

Tentative start date for SSA-V and SSA-L is 1.7.2019. SSA-K concerns the purchase of software and equipment that will have a tentative start in September 2018, and duration until the start of SSA-V and SSA-L. Also refer to Annex 11 Progress and milestone plan ITxPT for tentative plan.

A more detailed description of the procurement is located in the annex to SSA-K, SSA-V and SSA-L. It is also very important that Tenderers read and become very familiar with Ruter's Annexes that are referred to in the tender documentation
The Contracting Authority also wants to note that at the time of announcement there are some matters that will first be clarified during the process. All clarifications will be issued via NSB's procurement portal.
The Contracting Authority intends to enter into a Contract with one tenderer.
Cover agreement:
The entire delivery from the tenderer shall be based on an overriding agreement.
SSA-K:
Delivery and implementation of BaaS system based on the Norwegian Government standard contract for procurement of software and equipment (SSA-K).
SSA-V:
Maintenance of the BaaS system based on the Norwegian Government standard contract for maintenance and service of equipment and software (SSA-V).
SSA-L:
Delivery of interface between the BaaS system and Nettbuss based on the Norwegian Government's standard contract for ongoing service procurement over internet (SSA-L).

Juridisk, økonomisk, finansiell og teknisk informasjon
Vilkår for deltakelse
Økonomisk og finansiell stilling:
The tenderer must have good solvency and also a financial capacity that is sufficient to execute the Contract.
Documentation requirement:
— Credit rating from independent credit rating company.
Documentation must be connected to the entity via the Business register number, which shall be the potential contracting party for the tender, as well as any other resources that shall significantly assist in any delivery.
Teknisk og faglig kapasitet:
The tenderer must have a satisfactory quality assurance system.
Documentation requirement:
The quality system that shall form the basis for the implementation of the assignment shall be documented. Attach copies of any certificate(s).
The tenderer must have begun a process to achieve ITxPT labelling, and described competence and planning for the implementation so that this can be ready by 31.12.2018.
— the tenderer shall describe what measures he will undertake to be able to deliver in accordance with the ITxPT standard,
— the tenderer shall document with written confirmation that the process to achieve ITxPT labelling has begun. For example, by an email from the ITxPT organisation.
Tenderers must comply with NSB´s ethical requirements for suppliers, cf. Annex J.
Certificates must be presented if a tenderer is certified in accordance with SA-8000, or is a member of the Ethical trading initiative.
Also, Appendix J will be part of the Contract, and attached as an annex to the contract when these are signed.
The tenderer shall work actively on their environmental profile and have procedures/methods that ensure that the tenderer maintains a good and active environmental profile during the Contract period.
Description of environmental measures that have been implemented in the company, as well as planned measures.
A signed self-declaration on an environmental management system, cf. Annex M, or a copy of a valid certificate if the tenderer is certified in accordance with Miljøfyrtårn and/or ISO 14001 or EMAS.

Objektive kriterier for å velge det begrensede antallet kandidater:
Criteria 1:
Tenderers shall have good competence, capacity and availability within the requested areas.
Documentation requirement:
Tenderers are asked to describe:
— competence and capacity for the requested areas,
— competence development of own consultants,
— relevant methodology and tools for the requested services.
Criteria 2:
The tenderer shall have experience from comparable deliveries and during the last 5 years shall have carried out 3 comparable deliveries.
Comparable deliveries means deliveries of an equivalent extent, content and complexity as that included in this enquiry.
— Reference list of the primary deliveries. What was delivered must be clear, including minimum information about value, dates, customer and contact person with contact information —
— The Contracting Authority reserves the right to contact the listed references.
