Building automation:
The Contracting Authority owns and operates a large building, which includes many technical installations, which are mainly controlled through a control plant. There are boards and automation equipment for various purposes in the technical installations, and some of the equipment/components (material) is old and will require repairs and/or replacement. Tenderers must be able to deliver new components and install it, offer repairs and service where appropriate, and also engineer and install new boards where required. Further details on the requirements are in annex 1 of the contract.

The procurement's value:
Annex 3: Price Matrix gives an indication of the expected procurement volume. The contracting authority will not be obliged to procure a specific amount.
Contract type:
The Contracting Authority will enter into a Framework Agreement in accordance with FOA § 26-1.
The Contracting Authority intends to enter into a Framework Agreement with minimum 1 and maximum 3 tenderers, provided that sufficient suitable tenders are received.
The duration of the Framework Agreement will be 3 years. The Contracting Authority will have an option to extend the Framework Agreement for a further 1 year, to a total of 4 years. The Contracting Authority's aim is that all the Framework Agreement suppliers share 60 % of the assignment value evenly. The Contracting Authority will be free to distribute the remaining 40 %. The Contracting Authority will, on a continual basis, contact tenderers to get assignments priced and carried out. If a Framework Agreement is signed with one tenderer, it will be in accordance with FOA § 26-2.

— tenderers are required to have the necessary authorisation for executing automation and electrical installations.
In order to carry out work on heavy currents, tenderers must be a company with a certified installer and registered at the Norwegian Directorate for
Civil Protection (DSB) — (the electrician company register).
— in order to carry out work on all types of communication installations, (EKOM) (including automation control plants), there must be a professional in charge with Ekomnett authorisation (ENA), certified by the National Communication Authority (NKOM).
