Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

— tenderers must have their affairs in order with respect to the payment of tax, payroll tax and value added tax (VAT).

Documentation requirement:

— tax certificates not older than 6 months calculated from the tender deadline. A tax certificate is defined as:

For Norwegian tenderers

— a tax and VAT certificate issued by the tax collection office.

For foreign tenderers:

— foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue these certificates, the tenderer should submit a statement which states that all taxes and duties have been paid. The statement shall be approved and signed by the tenderer's Financial Director/person responsible for finance.

— the tenderer shall be a legally established company.

— Norwegian companies: Company Registration Certificate

— Foreign companies: Documentation that the company is registered in a trade index or company register as prescribed by the legislation of the country in which the tenderer is established.

Økonomisk og finansiell stilling:

— tenderers must have sufficient economic capacity to fulfil the contract.

Documentation requirement:

— the Contracting Authority will use Proff Forvalt (Eniro Norway) to assess fulfilment of the requirement. Therefore it is not necessary for the tenderer to submit this documentation. Tenderers are required to have a credit rating equivalent to minimum 1 moderate risk from Proff Forvalt (Eniro Norge).

— the Contracting Authority reserves the right to demand/obtain further information in order to verify that the tenderer fulfils the requirement. If a tenderer chooses to use a parent company to fulfil the requirement, a parent company guarantee must be attached. Proff Forvalt will then assess the parent company's credit rating.

Minste nivå(er) av standarder:

Tenderers are required to have a credit rating equivalent to minimum — moderate risk from Proff Forvalt (Eniro Norge).

Teknisk og faglig kapasitet:

— tenderers are required to have an organisation that has the capacity to fulfil the contract.

— in accordance with the circular letters I-20/2000, I-15/2005 and I-9/2015, the users, or others who function as work managers, must commit to providing training in the work manager role. The tenderer must ensure that this is fulfilled in accordance with the requirements for the content of such training from the Directorate of Health.

— experience from similar contracts is required.

— tenderers are required to have a good and well-functioning quality assurance system for the services that will be provided.

Documentation requirement:

— description of the company´s organisation.

— description of how the tenderer will ensure access to personnel and build-up his organisation in order to carry out services up to the stated capacity limit of 200 hours per week.

— an overview of training/courses that the tenderer has, or will use.

— list of the most important services performed in the past 3 years, including information on the value, dates, and the name of the Contracting Authority. Newly established companies must document employees´ experience in the same way.

— brief account of the tenderer's quality assurance methods.

FYI: This tender notice form is not very suitable for this type of service concession contracts where the only award criterion is free user-choice. The stated contract values are to be considered as theoretical values as the probability for awarding one service provider all the assignments during the contract period is small.
