The Norwegian Coastal Administration is the Ministry of Transport´s department for sea transport, sea safety, ports and stand-by for acute pollution. The Norwegian Coastal Administration is actively working for efficient and safe sea transport by taking care of the transport business´ need for accessibility and efficient ports. The Norwegian Coastal Administration prevents and limits the damaging effects of acute pollution and contributes to sustainable development of the coastal zone.

The Norwegian Coastal Administration is appointed as the host agency for the interdisciplinary project BarentsWatch, which shall be the source of information on the coastal and maritime areas. BarentsWatch will collect and communicate information and net services from approx. 30 governmental entities and 10 ministries. The project shall also look into possible synergies and new services with partners and users.

Description of the procurement
The delivery will be based on agile development methodology that requires that solutions be taken collaboratively by BarentsWatch, Suppliers and Users. The tenderer will have a central role in the development of services and infrastructure. It is therefore desirable to have a permanent team tied to the development process over time.

The tenderer will be central to the development process from concept, planning and development to management and option of the systems. Resources for the operation and infrastructure can be asked to assist in other development projects managed by the Norwegian Coastal Administration. The contract will also allow services that accompany the main assignment, both those managed by BarentsWatch and the Norwegian Coastal Administration otherwise.

At first the contract will comprise the selection of:
— a permanent team to develop and manage the
Tracing and Interaction systems,
Shared Resource Register system,
— a permanent team who will be responsible for the infrastructure and management of the above systems, in addition to the management of BarentsWatch open part.
Hire of infrastructure to operate the services mentioned above, in addition to BarentsWatch open part.
The contract will initially comprise the selection of 13 resources for permanent full-time, divided between 6 resources in the team 'Tracing and Interaction', 4 resources in the team 'Shared Resource Register', as well as 3 resources in the team 'Infrastructure'. There can be changes to the selection in the contract period, this will be dealt with through the standard contract as stated.

The contract period will be 7 years (2+5x1). This competition will result in a framework agreement (SSA-R) where the tenderer responds to the tender documentation via the annex to SSA-R. Call-offs on the framework agreement will be made in the form of SSA-B for personnel, as well as SSA-L for infrastructure resources.

Kort beskrivelse:
The existing framework agreement was negotiated in 2018 and signed in January 2019. It came into force 1 July 2019. It will be valid after the options are taken up until 1 July 2026. The estimated value was NOK 260 million. This was based on an understanding and the expectation that the annual consumption would be at roughly the same level, or just above the level it was at in 2017-2018 (just under, or around 30 million per annum). The Norwegian Coastal Administration now sees that the estimated value of NOK 260 million earlier than calculated (approx. August 2025), and will therefore need to expand the framework in the contract. This is to ensure safe operation and availability for the services up until the existing agreement expires on 1 July 2026. In the years since the framework agreement came into force, the need for BW's closed services has increased significantly in scope. In particular, the security policy situation with war in Europe has led to the need for services increasing among the maritime agencies in Norway. It has also necessitated major investments in information security and robust infrastructure to secure services against, for example, cyber attacks and other outcomes. The agencies included in this cooperation, including the Defense, Police and Customs assume that their values, such as data and interaction history, are safe and available even in the new security policy climate. These investments, which were not expected in 2019, have been taken over the framework agreement. BarentsWatch has also been imposed or asked to take more and more assignments, such as delivering the additional service Blue Justice, and the broader development of the Joint Resource Register to create a Joint Action Support Tool. On top of this increase in the number of assignments there has also been an unusually high price increase in the period due to pandemic and war. Due to these circumstances, it is not doubtful that there is an unforeseen circumstances in accordance with the procurement regulations § 28-1(1) letter d. The BarentsWatch project is therefore obliged to expand the sketched estimated value somewhat. The original estimated value was NOK 260 million. The new framework is NOK 340 million during the contract period. The increase is limited to what is necessary to safeguard Barentswatch ́s social critical assignments until a new contract is available when the current contract expires. The increase is therefore limited to what is necessary in accordance with the Public Procurement Regulations § 28-1(1) letter d. The performance is the same. In other words, it is not a question of changing the general character of the procurement. The increase is well below 50% of the original contract value.
