The existing framework agreement was negotiated in 2018 and signed in January 2019. It came into force 1 July 2019. It will be valid after the options are taken up until 1 July 2026. The estimated value was NOK 260 million. This was based on an understanding and the expectation that the annual consumption would be at roughly the same level, or just above the level it was at in 2017-2018 (just under, or around 30 million per annum). The Norwegian Coastal Administration now sees that the estimated value of NOK 260 million earlier than calculated (approx. August 2025), and will therefore need to expand the framework in the contract. This is to ensure safe operation and availability for the services up until the existing agreement expires on 1 July 2026. In the years since the framework agreement came into force, the need for BW's closed services has increased significantly in scope. In particular, the security policy situation with war in Europe has led to the need for services increasing among the maritime agencies in Norway. It has also necessitated major investments in information security and robust infrastructure to secure services against, for example, cyber attacks and other outcomes. The agencies included in this cooperation, including the Defense, Police and Customs assume that their values, such as data and interaction history, are safe and available even in the new security policy climate. These investments, which were not expected in 2019, have been taken over the framework agreement. BarentsWatch has also been imposed or asked to take more and more assignments, such as delivering the additional service Blue Justice, and the broader development of the Joint Resource Register to create a Joint Action Support Tool. On top of this increase in the number of assignments there has also been an unusually high price increase in the period due to pandemic and war. Due to these circumstances, it is not doubtful that there is an unforeseen circumstances in accordance with the procurement regulations § 28-1(1) letter d. The BarentsWatch project is therefore obliged to expand the sketched estimated value somewhat. The original estimated value was NOK 260 million. The new framework is NOK 340 million during the contract period. The increase is limited to what is necessary to safeguard Barentswatch ́s social critical assignments until a new contract is available when the current contract expires. The increase is therefore limited to what is necessary in accordance with the Public Procurement Regulations § 28-1(1) letter d. The performance is the same. In other words, it is not a question of changing the general character of the procurement. The increase is well below 50% of the original contract value.
