The main aim of the chosen system is to achieve as much research production as possible above the total cost (TCO).
The procurement consists of 3 different classes of server modes, a high-performance network and a high-performance global parallel file system. In addition the procurement includes a maintenance contract for 4 years.
The Contracting Authority wants to award the contract to one tenderer for the entire procurement.
Varighet: 48 måneder
Beskrivelse av fornyelser: 1 extension of 12 months
Beskrivelse av opsjoner:
— expansion of the system with different types of server modes integrated with a high-performance network and other infrastructure from the initial configuration (see Annexes 1 and 7),
— option for an extension of the maintenance contract for a 5th year.

Egnethet til å utøve yrkesvirksomheten:
Qualification requirement 1:
The tenderer must fulfil their obligations related to the payment of tax, duties and equivalent obligations in accordance with Norwegian law or legislation in the country where the tenderer is established.
Documentation requirement 1:
Tax certificate that is not older than 6 months from the tender due date. Tax certificate means:
For Norwegian tenderers:
— a tax certificate for VAT (RF-1244), issued by the tax collector's office,
— a tax certificate for tax and VAT (RF-1244) issued by the chief municipal treasurer.
For foreign tenderers:
— foreign tenderers must submit equivalent certificates from their country, demonstrating that they have met applicable laws and regulations related to the payment of tax, VAT and other duties etc. If the authorities in the relevant country do not issue these certificates, the tenderer should submit a statement which states that all taxes and duties have been paid. The declaration must be approved and signed by the tenderer's Chief Financial Officer and Auditor.

— Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Credit assessment/rating based on the most recent financial figures. The assessment must be carried out by a publicly certified credit rating institution. The Contracting Authority retains the right to request a bank guarantee if there is uncertainty that the tenderer fulfils the requirement.

Minste nivå(er) av standarder:
Qualification Requirement:
— the tenderer shall have sufficient financial strength to fulfil the contract,
— the tenderer's financial strength is considered sufficient if the tenderer has achieved a credit rating equal to or higher than rating A from Credit Bisnode or 40 points from Experien (credit worthy) and
— the tenderer has an average annual minimum turnover during the last 3 years of 180 000 000 NOK.
If a subcontractor is engaged to fulfil the above requirement (see section 5.6), the subcontractor must accept joint economic liability for delivering on the contract.
Teknisk og faglig kapasitet:
Documentation requirement 1:
Description of up to 5 deliveries of equivalent scope (estimated value for this procurement +-20 %) and configuration in Europe during the last 3 years.
The description shall, at a minimum include:
— a brief description of the delivery and the complexity of the system,
— delivery date,
— name and telephone number of the customer.
The tenderer must have the opportunity to contact the reference person(s). It is the tenderer's responsibility to document relevance, through the description.
Please note that deliveries made by other legal entities not controlled by the tenderer who submits the qualification application can only be taken into consideration if an ESPD form and commitment statement from the executor are provided, or from an entity that controls the executing entity, see point 5.6.
