Area Review of ID Management

The intention of the area review of ID management is increased security, increased cost efficiency and increased user friendliness in ID management.
The area review will map whether the current management is arranged and organised in an appropriate and cost efficient way. The review ought to come up with recommendations on work forms, organisation and management in the field, including on the need for clearer authority distribution and better use of resources in identity management in Norway. The review must also assess various measures that can contribute to higher efficiency and security in ID work (e.g., connected to the National Register, including background checks of the ID basis before giving out birth numbers or ID numbers, or connected to issuing public ID documents), which also fulfil the population’s requirements for simplicity when communicating with public authorities.

The review of the ID area covers work in the departments and actors who have a role in the decision on ID when first registering persons in the National Register and any later updates (e.g., the Norwegian Tax Authority, NAV, the Brønnøysund Register Centre, the Police, UDI and the health service) and those who issue documents that are currently accepted in practice as identification for various forms of services and authority actions, (such as, amongst others, the Police, the Norwegian Public Roads Administration, the banking industry and DIFI).

Egnethet til å utøve yrkesvirksomheten:
Requirement: payment of taxes and duties.
Documentation: certificate, not older than 6 months, confirming that the tenderer has fulfilled his tax, social security and VAT obligations. The certificate can be ordered and obtained from Altinn from the separate link on skatteetaten.no. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. For further information, see skatteetaten.no. The certificate shall be enclosed with the tender in accordance with the outline given in the tender documents.

Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Requirements: the tenderer shall be a legally established company.
Documentation: Norwegian companies: certificate of business registration.
Foreign companies: proof that the company is registered in a trade or business register as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement: tenderers must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.
Documentation: a credit rating with key figures from a certified credit rating company or other documentation to demonstrate that the requirement has been met.
Teknisk og faglig kapasitet:
Requirement: tenderers must have sufficient ability and experience to carry out the delivery.
Documentation: a description of the tenderer´s five most relevant assignments in the last three years, together with information on the contracts´ value, date of delivery or execution and the name of the recipient. Relevant assignments means assignments of an equivalent nature, complexity or extent as that requested in this tender documentation, cf. the assignment description in annex 1. Tenderers are responsible for ensuring that the description is of such a nature that it documents fulfilment of the requirement.
