Beskrivelse av opsjoner:

The Municipal Undertaking for Social Service Buildings intends to procure a turnkey contractor for detailed engineering design and implementation of the project through an approved framework application in Spring 2019. Meanwhile, the contracting authority retains the right to also use the engineering design group for detailed engineering design. In this connection, the contracting authority can transfer their contractual obligations to the turnkey contractor without having to obtain approval from the engineering designer(s).

Requirement:

The tenderer shall be a legally established company.

Documentation requirement:

Norwegian tenderers: Company Registration Certificate.

Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

The tenderer's tax affairs shall be in order in relation to payment of tax and VAT.

Tax and VAT certificate, not older than six months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.

Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Økonomisk og finansiell stilling:

Requirement:

Tenderers must have sufficient financial capacity to carry out the assignment.

Documentation requirement:

The Contracting Authority will obtain a credit rating based on the last known fiscal figures.

The Contracting Authority reserves the right to obtain the annual accounts or other documentation if this is necessary to evaluate the requirement.

If the tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, (for example a newly started business), the tenderer can document their economic and financial position with any other document that the contracting authority deems suitable.

Teknisk og faglig kapasitet:

Requirement:

Tenderers must have the capacity to carry out the assignment.

Documentation requirement:

An account of the tenderer's average workforce and the number of employees in the administrative management in the last 3 years (can be a competence matrix or organisation chart).

CVs for individuals should not be submitted.

Tenderers shall have experience from assignments of an equivalent nature, complexity and extent.

During the evaluation, we will i.a., but not exhaustively, place weight on:

— Architect and engineering design group experience with major rehabilitation projects,

— experience with planning and engineering design of purpose-built buildings, preferably nursery schools and office buildings,

— Experience with engineering design/reconstruction of protected buildings (Yellow List) [architecturally and culturally valuable buildings],

— Client participation,

— Condition analysis of buildings,

— Experience with BREEAM or equivalent,

— Experience with BIM,

— Experience with passive house and plus house,

— Application processes for PBE.

An overview of the most important deliveries of goods or services carried out by the tenderer during the last 3 years, together with information about the value of the contracts, dates for delivery or execution and the name of the contracting authority. Documented by completing Annex 4 “Template for project overview”.

Description of the project is given by completing attachment “Template for project overview”.

Individual CVs shall not be submitted.

The tenderer shall have a well-functioning quality management system that is relevant to the content of the contract.

Documentation Requirement:

The tenderer shall submit a description of their quality management system, hereunder the tenderer’s quality assurance measures.

Documentation shall at least describe the following points:

a. the organisation’s quality policy and quality goals;

b. the work processes and work procedures that are relevant to the contract’s content;

c. methods that ensure the systematic measuring of customer satisfaction and continual improvement of performance.

Alternatively: The tenderer can submit certificates pertaining to the company’s quality management system issued by independent bodies confirming that the tenderer fulfils certain quality management standards, for example ISO 9001 or equivalent.
