Follow-up measures aimed at including vulnerable groups in working life have undergone large changes in recent years, both as regards rules, procurement form, composition of suppliers, requirements for quality and results and the development of methodology and ways of organising the offer. There is a need for updated collected knowledge of the results for various user groups connected to the various supplier environments in the follow-up area, where these can be compared. The project shall analyse.
— The transition to work for participants on various types of follow-up measures under the direction of NAV,
— Reasons for the results, including whether the type of regime (previous prior-approved system, tender-based system or public self-management) affects results in the form of transition to work from follow-up measures,

Egnethet til å utøve yrkesvirksomheten:
Requirement: Paid taxes and duties.
Documentation: Certificate, not older than 6 months, confirming that the tenderer has fulfilled his tax, social security and VAT obligations. The certificate can be ordered and obtained from Altinn from the separate link on skatteetaten.no. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. The certificate shall be enclosed with the tender in accordance with the outline given in the tender documents.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Requirements: The tenderer shall be a legally established company.
Documentation: Norwegian companies: Certificate of Business Registration.
Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement: Tenderers must be able to refer to sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.
Documentation: A credit rating with key figures from a certified credit rating company or other documentation to demonstrate that the requirement has been met.
Teknisk og faglig kapasitet:
Requirement: Tenderers must have sufficient ability and experience to carry out the delivery.
Documentation: A description of the tenderer's three most relevant assignments in the last 3 years, together with information on the contracts' value, date of delivery or execution and the name of the recipient. Relevant assignments means research or reporting assignments within the labour market and welfare issues. Tenderers are responsible for ensuring that the description is of such a nature that it documents fulfilment of the requirement. The statement shall include what has been delivered and the role that the supplier had in the delivery.
