Lyse Elnett plans to procure a turnkey administration building with a central location in Sandnes municipality. The administration building will replace Lyse Elnett´s current office premises at Tronsholen in Sandnes municipality.

The assignment comprises:

— phase 1: Development and engineering design services,

— phase 2: Execution,

— phase 3: Operation (option).

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Requirement 1: tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Norwegian companies: Company Registration Certificate.

Foreign companies: Verification showing that the company is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Requirement 2: the company must have its tax and duty payments in order. Certificate for tax and VAT payments (RF-1316), not older than 6 months from the deadline for submitting a request for participation.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial capacity to fulfil the contract.

The auditor approved annual accounts, with the report, for the last 2 years and the half-yearly accounts per 30.6.2018, with an account of any conditions from the current financial year that will be of importance for the fiscal figures.

If a tenderer cannot, for justifiable reasons, prove his financial position in accordance with the above-mentioned documentation requirements, the Contracting Authority will also consider declarations from a bank, insurance company or other financial institution that document the tenderer´s economic and financial capacity to fulfil the contract. For example, a declaration of surety, declaration of guarantees, declaration of a building loan for the project in the event of an award of contract, a declaration of economic engagements and/or solidity declarations.

The Contracting Authority reserves the right to obtain and assess a credit check of tenderers via a publicly certified credit rating institution that has a licence to carry out such activities (the Contracting Authority uses Experian). Tenderers consent, when they submit a request for participation, to such information being obtained and forming the basis of an assessment of the tenderer´s economic and financial capacity.

Minste nivå(er) av standarder:

Equity must be positive and minimum 25 000 000 NOK. (This applies to both the Annual Accounts for 2017 and the half-yearly accounts per 30.6.2018).

Teknisk og faglig kapasitet:

Tenderers must have good experience from assignments/projects of a similar nature, size/scope and degree of difficulty.

An overview of relevant assignments/projects carried out in the last 10 years, including the assignments/project´s value and result, as well as the date and place of the execution.

Reference forms (Annex 4) must be filled in for 2-5 of the most important assignments/projects in the above-mentioned overview, with at least 1 reference person from at least 2 different central parties who were involved in the assignment/project (e.g., tenants, buyers, builders, contractors).

The Contracting Authority must be given the authority to contact the persons in question.

The Contracting Authority reserves the right to reduce the number of tenders before the first negotiation round (beforehand) and during the process (negotiations in several phases). The reduction will be made on the basis of an assessment of the tenders against the award criteria.

Tenderers will have access to the entire tender documentation by filling in, signing and submitting Lyse´s standard confidentiality statement without reservations. The statement is to be sent to kontrakt@lyse.no, marked with "AK-001582".
