The Norwegian Public Roads Administration, the Southern Region (the Contracting Authority) calls for tenders for services related to construction management and maintenance projects in the Southern Region. Construction management is in this context defined as the function as a construction manager. Inspection of construction works is defined as the function as a control engineer. The Eastern Region includes Oppland, Hedmark, Oslo, Akershus and Østfold counties.
The contract is divided in 4 lots, separated in professional disciplines.
Lot 1: Road
Lot 2: Tunnel
Lot 3: Operations and Maintenance
Lot 4: Electrical Installations
A contract will be signed with up to 3 tenderers for each lot. Tenderers can submit tenders for one or several lot(s). Each lot will be evaluated individually, based on the award criteria given under requirements/criteria in the tender management system (KGV).
Call-offs between the tenderers are carried out as mini-competitions or direct call-offs. Cf. annex 2.

Vilkår for deltakelse
Økonomisk og finansiell stilling:
Qualification requirement: Tenderers shall have the sufficient financial capacity to implement the contract.
Documentation requirement: The Contracting Authority will obtain a credit rating from Experian. The tenderer (firm) must be creditworthy. If there is doubt the Contracting Authority can obtain the accounts from the last 3 years.
If a tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove his economic and financial capacity with any other document that the Contracting Authority deems suitable.
Teknisk og faglig kapasitet:
Qualification Requirement: Tenderers must have experience from similar contracts.
Documentation requirements: Tenderers shall enclose a list with a minimum of 4 (maximum 6) of the primary relevant assignments and services performed during the last 3 years, including information about the value/quantity/scope, date, a brief description of the assignment, and name, telephone and email of the public or private recipient.

Minimum 2 of the stated reference assignments must apply to construction management and minimum 2 of the stated reference assignments must apply to inspections of construction works.
A tenderer who is newly established and cannot submit references, must be particularly careful to demonstrate that they have the prerequisites to carry out the assignment. Newly established tenderer can document that the requirement is met by referring to the experience of offered persons/resources that have developed their skills in the service of other providers.
