The Norwegian Institute of Public Health held a market survey (RFI) before this procurement. This was announced in Doffin on 07.10.208, with Doffin reference number 2018-356008. The aim of the market survey was to map the market´s ability to offer and deliver four valent vaccinations for the coming seasons. Due to feedback from the market survey and the Norwegian Institute of Public Health´s assessments on vaccinations, a decision has been made to end the current contracts for trivalent influenza vaccinations and hold a new competition for a contract for four valent vaccinations.

The only award criterium in the competition is lowest price. The tender documentation has several minimum requirements for the vaccination. All the minimum requirements must be fulfilled.

If a tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove his economic and financial position with any other document that the Contracting Authority deems suitable.

Documentation:
Description of the tenderer´s up to 3 most relevant contracts in the course of the last 3 years. The description must include an indication of the assignment product/scope or value, dates and recipients. It is the tenderer´s responsibility to document relevance through the description.

Confirmation that the tenderer has the capacity to deliver up to 900 000 doses of influenza vaccinations each year in the contract period.
Requirement: the tenderer shall have the requisite permissions to be able to fulfil the contract.
If the tenderer is the manufacturer of the vaccine, permission must be presented from relevant EU/EEA authorities to manufacture pharmaceuticals.
If the tenderer is not the manufacturer of the vaccine, the requisite permissions from relevant EU/EEA authorities to trade in pharmaceuticals must be presented.
If the tenderer imports the vaccine, the import license that includes the offered vaccine must be presented.

Vilkår for kontraktoppfyllelse:
The Norwegian Institute of Public Health requires ethical and socially responsible production.
Tenderers must be a member of the Legemiddelsansvarsforeningen.
The Norwegian Institute of Public Health can resell non-distributed vaccination doses.
In each year of the entire contract period, tenderer No. 1 will be obliged to have the ability to deliver a minimum of 360 000 doses by 7
— In each year of the entire contract period, tenderer No. 2 will be obliged to have the ability to deliver a minimum of 240 000 doses by 7
— If the Norwegian Institute of Public Health only receives one valid tender in the competition, this tenderer will be awarded the entire total volume in one contract. This means that the Supply Agreement, points 1.3, 3.3 and 4.3 will be strengthened. Point 3.2 is replaced with: “For the duration of this Agreement, NIPH undertakes to order and purchase minimum 600 000 and maximum 900 000 doses per year', and point 6.2 is replaced with: “If the Product is not delivered within 1

Based on the act relating to public access to documents in the Public Administration §13 and the Public Administration Act § 13, first Section 2), the contract values are not given in the tender notice. The vaccines' price per dosage is the only price element. The Contracting Authority has come the conclusion that if the contract value is given with information of the extent/volume in the tender documentation, it will be possible to calculate the price per dosage. The Contracting Authority considers offered prices per dosages as information that must due to competitive significance be concealed.
