The objective of the procurement is to operate and maintain roads and urban spaces to safeguard the infrastructure and previous investments and maintain the standard of the road network and in the urban spaces. This procurement shall cover the ongoing need for operation and maintenance of streets and roads, footpaths, stairs, walking tracks, foot and cycle paths and prioritised cycle paths. The need comprises i.a. Emptying drains, patching of asphalt holes, cleaning and sweeping, snow ploughing, removal of snow and gritting, emptying of garbage, cutting edges and cutting grass in central reserves.

Beskrivelse av fornyelser:
The contracting authority has an option to extend the contract for up to further 1+1 years on unchanged terms.

Requirement:
The tenderer shall be a legally established company.
Documentation requirement:
Norwegian tenderers: Company Registration Certificate.
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Documentation requirement:
— Statement of the organisation´s total turnover for the last two available financial years,
— credit evaluation / rating, not older than 6 months, based on the last known accounting figures. The rating shall be carried out by a publicly approved credit rating institution,
— the contracting authority reserves the right to obtain a separate credit evaluation if necessary.

Teknisk og faglig kapasitet:
Documentation requirement:
1.— Documentation requirement: A statement of the tenderer's average workforce and the number of employees in the current administrative management.
— a description of the administrative and technical personnel the tenderer has at their disposal to fulfil the contract, regardless of whether they belong to the company or not,
— a description of the machines, tools and technical equipment that the tenderer has at their disposal to fulfil this contract, regardless of whether they belong to the company or not,
— a statement shall be given of how much of the contract will be performed by subcontractors, and which activities are intended to be carried out by subcontractors.
2. — Information about the education, professional qualifications and relevant experience of the tenderer’s key personnel, i.e. The contract manager and construction manager that is responsible for implementation of the service.
CVs for key personnel shall be enclosed.
3. — An overview of the most important services that the tenderer has carried out during the last 3 years, together with information about the contract value, date of execution and name of the recipients.
Minste nivå(er) av standarder:
1. The tenderer shall have the capacity and implementation ability both in regard to personnel and technical resources.

— The tenderer shall have the following key personnel,
— Key personnel — The contract manager is the tenderer’s representative at operations meetings and the one who is responsible for daily follow up with the Contracting Authority. The requirement for the contract manager is 3 years experience from operations contracts on roads from large towns,

— Key personnel — Plant managers shall have professional competence in relevant disciplines and 3 years experience from following up operations contracts on roads from large towns.
3. — The tenderer shall have experience from similar assignments. This means that the Tenderer has carried out entire or major parts of equivalent assignments as those in the description for this assignment.
The tenderer shall have experience from work of the same nature and degree of difficulty i.e. Experience from operations contracts on medium traffic road networks in urban areas.

National grounds for rejection.
In accordance with ESPD part III: Rejection reasons, section D: ‘Other rejection reasons that are set in the national legislation of the contracting authority’s member state’. The Norwegian procurement rules go further than the grounds for rejection in the EU´s directive on public procurements and in the standard form for ESPD. In this competition, all grounds for rejection apply pursuant to PPR § 24-2. This also includes the pure national grounds for rejection.

The following grounds for rejection are purely national:
1. PPR § 24-2 stipulates that ‘the contracting authority shall also reject a tenderer if they have been convicted of corruption or have carried a charge for the following criminal offences:
a) participation in a criminal organisation,
b) corruption,
c) fraud,
d) terror actions or punishable actions connected to terrorism,
e) whitewashing money or financing terrorism,
f) child labour and other forms of human trade.’
The requirement that a contracting authority shall reject a tenderer who has accepted a simplified writ for the stated punishable conditions is a distinctively Norwegian requirement.
2. PPR 24-2(3) letter i stipulates that ‘The contracting authority can reject the tenderer [...] when the contracting authority can document that the tenderer otherwise has committed serious errors that raise doubts about his professional integrity.’
