Helse Sør-Øst RHF shall establish a new hospital in Drammen. It has been decided that the new hospital will be located on the Brakerøya industrial area.
The area currently consists of old industrial buildings that shall be environmentally cleared and demolished for the establishment of a new hospital. The oldest building in the area is from approx. 1913, which has had several developments over the years.

The area has a developed area of approx.40 000 m
There are various types of buildings, with a lot of open halls and buildings with several floors. The construction methods vary, with brick buildings, concrete buildings, element buildings, steel building, etc. The buildings are from periods when products were used that are now deemed to be hazardous for the environment. The type and amounts vary from building to building. Environmental clearance reports have been prepared for all the buildings on the property. These form the basis for the technical description. The reports are divided into demolition objects, which in turn include different buildings. The oldest buildings are founded with the floor on the ground, with the later construction stages (11-12-13) having piles.

The oldest part of the buildings are listed according to the current development plan. The contracting authority is working on a new development plan for the entire area, in which the listed status can be changed. Based on this, the progress plan is divided into two phases, phase 1 consists of the other buildings and phase 2 consists of the buildings that are listed.

The area can currently be accessed from the south west and the north east. The access from the south west must only be used by passenger cars. The access from the north east must be used as the access for all site traffic (heavy traffic and passenger cars). Other restrictions are given in the tender documentation.

According to the progress plan for the construction of the new hospital, the ground work will be started in September 2019 (sheet piling and piling), which will run parallel to the demolition work for phase 2. The contractor for the demolition contract will also be responsible as the main company for the ground work contract up until the contract has ended. The responsibility will then be transferred to another actor.

The contractor must take a contract for high-voltage work into consideration, which will run parallel to the demolition contract. The demolition contract will depend on the high-voltage installations being disconnected in the different demolition objects in line with the work proceeding. The high-voltage contractor must also establish new provisional installations, with help from the demolition contractor.

A stream currently runs in a pipe (Nøstebekken) through the area, which must be altered. This work is included in the demolition contract and must be started immediately after IG has been given.
Contract 2101 mainly consists of demolition and environmental clearance work of industrial halls, offices, various buildings, chattels and technical installations. This contract consists of environmental clearance and demolition, the ground work contract for the new hospital and work on polluted ground. This means that floors on the ground are included as an option in this description, as we have not had clarification from the Norwegian Environment Agency as to whether floors on the ground belong to the ground or the building. There is also uncertainty as to whether lightly polluted matter (brick and concrete) can be reused on the property. The tender documentation allows for the temporary storage of lightly polluted matter. Lightly polluted matter must be weighed out of the area and stored in the stated places in accordance with the rigging plan and possibly reused as filling.
