The scope of the work can for example be camera assisted or manual ADR/IMDG control, pressure testing, any other measurements / tests etc., gas release and certification of this, electrical works, welding, any other special production of components related to modifications / repairs, preparation of spare parts lists, documentation, drafting / design, labelling / tagging, any consultancy services / courses and all other work in connection with mobile fuel tanks (fuel containers) etc.

Spare parts / consumables, can for example be various hoses, pipes, connections, packages, valves, filters, filter housing, screens, manometers, pumps, integrated generators, electrical control / components etc. and all other associated material / components.

The tenderer(s) shall in accordance with the Framework Agreement, deliver services in relation to the following:
Category 1: work in the regions of Southern Norway and Northern Norway, including spare parts / consumables that the tenderer uses in the work:
For the entire scope of works / service that shall be performed on mobile fuel tanks (tank containers) etc. a national parallel Framework Agreement shall be entered into with up to 2 tenderers (Service Provider A and B) in each of the regions, Souther Norway and Northern Norway, including spare parts / consumables that the tenderer uses in the work. Service provider A has first priority and Service provider B has second priority to carry out the scope of work / the service in each of the regions, Southern Norway and Northern Norway, including spare parts / consumables that the tenderer uses in the work.

Southern Norway is here defined as from and including Nord-Trøndelag and south over, while Northern Norway here is defined as from and including Nordland and north over. The services related to the tenderer’s work on mobile fuel tanks (tank containers) etc. shall, within the relevant region, be delivered to all locations where the Norwegian Armed Forces at any given time has materiel.

Category 2: delivery of spare parts / consumables to the Contracting Authority’s own work:
The various Contracting Authority Users / workshops perform some of the work (maintenance, repairs and modifications) on mobile fuel tanks (tank containers) etc. themselves, and therefore have a need for the delivery of spare parts / consumables in connection with their own work throughout all of Norway and any of the Contracting Authority’s own work abroad. For delivery of spare parts / consumables for the Contracting Authority’s own work, there shall be a national parallel Framework Agreement with up to 2 tenderers (Service Provider A and B). Service providers A and B shall be able to deliver spare parts / consumables to both Southern Norway and Northern Norway combined. Category 2 does not have region divided contracts. Service Provider A has first priority and Service Provider B has second priority to deliver all of the spare parts / consumables that Users / workshops shall utilise over the Framework Agreement for their own own work.

Category 3: Option — work abroad, including spare parts / consumables that the tenderer utilised in the work abroad:
The Contracting Authority needs for all of the scope of work / service to be able to be carried out abroad, including spare parts / consumables that the tenderer utilised in the work abroad. For Category 3, a parallel Framework Agreement shall be entered into with up to 2 tenderers (Service Provider A and B) where Service Provider A has first priority and Service Provider B has second priority for the execution of the entire scope of work / service abroad. Category 3 does not have region divided contracts.

Combinations of categories 1, 2 and 3:
The tenderer must submit tender offers that contain one of the following 2 specified (compulsory) combinations of the above named categories 1, 2 and 3:
a) Tender offers on category 1 and 2:
Tenderers must submit offers on both Category 1 (Southern Norway and/or Northern Norway) and Category 2 combined. It is not possible to submit tender offers on parts of these categories (with the exception for the Southern Norway region and/or the Northern Norway region in Category 1), i.e. Tender offers cannot be given on either Category 1 or Category 2.

b) Tender offers on category 1, 2 and 3:
Tenderers who will submit tender offers on Category 3 (option), must also submit tender offers on both Category 1 and 2.

Beskrivelse av fornyelser:
The duration of the Framework Agreement is 2 years from the date the contract is signed. The Contracting Authority reserves the unilateral right to extend the Framework Agreement one or more times for up to 24 months (2 years). The maximum duration of the Framework Agreement will be 4 years.

Egnethet til å utøve yrkesvirksomheten:
Requirement:
A1) The tenderer shall be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Documentation requirement:
A1) Norwegian tenderers:
— Company Registration Certificate.
Foreign tenderers:
— confirmation that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.

B1) The tenderer shall have the required economic and financial capacity to fulfil the contract. A credit rating of “credit worthy” or equivalent will be sufficient to fulfil the requirement.

B1) A credit assessment from a certified credit appraisal agency based on the last fiscal figures. The rating must not be older than 3 months.
Teknisk og faglig kapasitet:
Requirement:
C1) The tenderer shall have good experience from similar deliveries.
C2) The tenderer shall have sufficient capacity to complete the delivery.
C3) The tenderer shall (themself or through the help of subcontractors) be certified / authorised to carry out ADR and IMDG control / authorisation of mobile fuel tanks (tank containers) etc.
C4) The tenderer shall (themself or through the help of subcontractors) be certified / authorised to be able to perform welding works in (mobile) fuel tanks.
(D1) System for quality assurance and environmental standards:
The tenderer shall have a good and well functioning quality assurance system.
Minste nivå(er) av standarder:
C1) Overview of the tenderer's three most relevant assignments in the last 3 years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration. The overview must include a report of:

It is the tenderer´s responsibility to document relevance through the description.
C2) A description shall be given of the tenderer's technical personnel and technical entities the tenderer has at their disposal to fulfil the delivery.
C3) The tenderer (or subcontractor) shall present copies of valid certificates / authorisation for the performance of ADR and IMDG control / authorisation of mobile fuel tanks (tank containers) etc.
C4) The tenderer shall present a copy of a valid certificate / authorisation for the performance of welding works in (mobile) fuel tanks [confined spaces welding].
(D1) System for quality assurance and environmental standards:
A description of the tenderer's quality assurance methods. If the tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of a valid certificate.
