The competition is for a contract for regular cleaning of the premises at Gydas vei 8, Majorstuen 0363 Oslo.
The contract includes full service with sanitary services, hygiene services and mat hire. The hygiene services that are included consists of refilling, procurements and delivery or hygiene containers with the accompanying equipment, as well as emptying and cleaning them. In addition the Contracting Authority has an option to procure cleaning to order, such as extra washing when required, polishing, cleaning furniture, etc. after unforeseen events.
The cleaning is to be performed on weekdays between 6:00 and 15:45. Approx. 120 persons work in Gydas vei 8. The total area to be cleaned in the building is estimated to be 6113 m
The new contract shall come into force on 25.6.2018.

The Contracting Authority's aim with the cleaning services.
The Contracting Authority aims to have modern cleaning services in line with the developments in the branch. The cleaning services shall be in line with the current level as regards the branch's competence, use of cleaning chemicals, cleaning machinery/equipment, methods, use of resources and cleaning quality.

The Contracting Authority's need for the cleaning service shall be continually developed and adapted to the technical and organisational development within the cleaning branch in order to avoid unnecessary impact on cleaners and the inside and outside environment.

Lots and alternative tenders:
Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed.
The Contracting Authority has considered dividing up the assignment in accordance with PPR §19-4, but has decided that this is not suitable.
Beskrivelse av opsjoner:
The contract will be valid from 25.6.2018 for 3 years. The Contracting Authority has an option to extend the contract for 1 year at a time. A minimum of 1 months written notice shall be given if an option is to be taken up before the expiry date of the current contract period.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(ESPD: Part II A.e) Certificates for Tax and VAT.
The tenderer shall have settled conditions in relation to payment of taxes and VAT.
Documentation: A certificate showing paid VAT, taxes and social security contributions is required. The certificate shall be issued by the Competent Authority in the country where the tenderer is established (the Norwegian certificate for tax and VAT is common and can be ordered from altinn.no former RF-1244) in accordance with the laws and regulations in the country of origin. The certificate must not be more than 6 months from the deadline for receipt of tenders.

This also applies to any subsuppliers that are needed to fulfil the contract.
This requirement only applies to Norwegian tenderers, cf. PPR §7-2.
The Contracting Authority is not allowed to request the certificate if he has already received it, in accordance with the regulations § 17-1(4). If you have submitted a tax certificate and it is still valid at the tender submission deadline for this contest, you are not obliged to submit a certificate now. If this is the case, state when and to whom the certificate was previously submitted. You can, however, enclose the certificate voluntarily if you want.

Requirements regarding the tenderer's economic and financial position: The financial capacity to fulfil the contract is required.
Documentation: The Contracting Authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no). Tenderers are asked to submit other information they believe is relevant. The Contracting Authority reserves the right to obtain supplementary information about the tenderer's finances.

Tenderers shall have good experience from comparable cleaning assignments.
Documentation requirement: A reference list of comparable cleaning assignments in the last 3-5 year,s including information on the type of project, the project's size, date and recipient (name, telephone number and e-mail address). The Contracting Authority reserves the right to contact the references.

Tenderers that are newly established and cannot therefore present references, must substantiate that they have the prerequisites required to fulfil the contract. The tenderer shall report their company formation and employees' competence and expertise.

Tenderers shall have a satisfactory quality assurance system.
Documentation requirement: Certificate of the company's quality system/management system issued by independent bodies that confirms that the tenderer comply with certain quality assurance standards, for example ISO certification. The Contracting Authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures.

Tenderers must be able to ensure that the environment is taken into consideration when carrying out the service.
Documentation requirement: Tenderers can document the requirement by presenting relevant environmental certificates, such as EMAS, Miljøfyrtårn, ISO 14001 or equivalent, or give a description of their own system and routines for environmental policies, environmental management system, training employees within environmentally friendly cleaning, etc.

The tenderer shall be registered and approved in the Norwegian Labour Inspection Authority’s cleaning register. Tenderers that are not yet certified shall have submitted an application subject to consideration. If the tenderer is not approved by the Norwegian Labour Inspection Authority, the contract will be terminated with immediate effect.
