2018-KID-030 New Tøyenbadet — Water treatment System and Steel Pools

Oslo Municipality c/o the Municipal Undertaking for Culture and Sports Facilities, hereafter called the contracting authority, invites tenderers to open tender contest for the procurement of “2018-KID-030 New Tøyenbadet — water treatment system and steel pools”.
The New Tøyenbadet is planned to replace the current Tøyenbadet. The existing pool will be demolished and a new modern swimming pool will be established on the same site. The New Tøyenbadet will be Oslo´s largest and best swimming pool with a varied swimming offer.
The procurement of water treatment and steel pools will mainly consist of engineering design services for and the execution of work on the swimming functions in the project. The delivery must be a complete water treatment system and steel pools, including attractions and equipment for the pools, e.g., starting boxes, underwater lights, pool ladders, benches, water attractions, etc. See also the attached tender documentation and annexes.

Tax certificate:
The selected tenderer will be required to present a tax certificate and a VAT certificate. The tax certificate must not be older than 6 months old at the deadline for submitting a request for participation in the competition or tender. For building and construction contracts, the tenderer shall require an equivalent tax certificate from all sub-suppliers when contracts are signed for the assignment with a value exceeding 500 000 NOK excluding VAT.

The following competence is required for the tenderer as a company:
Requirement:
Experience from relevant swimming pools in the last 5 years.
Relevant swimming pools means swimming pools with minimum a 25 m main pool and one or more additional pool(s).
Documentation requirement:
— description of 3-6 reference projects with a statement of the type of assignment and size. No more than this number of reference projects will be assessed. One reference project does not need to consist of both a water treatment system and steel pools, but the presented projects must, in total, show relevant experience for the delivery of both a water treatment system and steel pool,

— a signed certificate from the Contracting Authority that states the work's value, date and location of the building, as well as to what extent the work was professionally and properly carried out.
Tenderers must have a well-functioning quality assurance system that is relevant for the execution of this assignment.
— certificate for the company's quality system/management system issued by independent bodies which certify that the supplier fulfils certain quality assurance standards, for example ISO 9001:2008
— the Contracting Authority will also accept other documentation as proof that the tenderer has equivalent quality assurance measures. As a minimum, a general description of the contents of the system including an overview of control plans and check-lists, that are relevant for this contract must be given.

A good, effective environmental control/environmental management system is required.
Account of the tenderer's environmental control/environmental management system. If a tenderer is certified, a copy of the system certificate issued by an accredited certification body is to be enclosed.
The tenderer´s persons who fulfil the project management, construction management and engineering design management functions, and who will be responsible for fulfilling the contract, are required, in total, to have the following competence:
— experience from engineering design services for and the delivery of a water treatment system and steel pools for relevant swimming pools.
— CVs for 3 to 6 persons, with a description of relevant competence and experience, with reference persons.
3 CVs must be submitted for steel pools and 3 CVs for a water treatment system.
Persons with experience from both areas can be counted twice. I.e., tenderers with 3 resources with experience from both areas only need to submit 3 CVs.
