Oslo kommune v/ Kultur- og idrettsbygg Oslo KF

Site contractor services are to be procured, mainly for the Holmenkollen national site. Equivalent services can be ordered for some other sites in the Contracting Authority's portfolio. The Contracting Authority would like to contract a total supplier through a Framework Agreement for site contractor work. Driving out snow and contractor work are important prerequisites for stable and efficient operation of the Contracting Authority's sites. There is a need to have a short response time for the abovementioned services in order to maintain good and efficient operations. The aim of the procurement is to ensure that KID has access to sufficient machine and personnel resources for, amongst other things, driving out artificial snow, snow clearing and the removal of cleared snow (in cooperation with other actors), manual snow clearing on grandstands and steps, sweeping and maintenance of asphalt surfaces and excavation / terrain work.

Site contractor services are to be procured, mainly for the Holmenkollen national site. Equivalent services can be ordered for some other sites in the Contracting Authority's portfolio. The Contracting Authority would like to contract a total supplier through a Framework Agreement for site contractor work. The Framework Agreement period is 1 year from when the contract is signed, with the unilateral right for the Contracting Authority to take up an option for a further 3 years, 1 year at a time. The estimated cost of the assignment is expected to be (summer and winter) approx. 1 000 000 — 3 000 000 NOK excluding VAT per annum. If there is more major and comprehensive work, this can increase up to 5 000 000 NOK excluding VAT per annum. The total value of the procurement over a 4 year period (including options) will be approx. 4 000 000 — 20 000 000 NOK excluding VAT. The estimates are not binding for the Contracting Authority, as the call-offs will depend on needs and the awarded grants.

Tax certificate:
The selected tenderer will be required to present a tax certificate and a VAT certificate. The tax certificate must not be older than 6 months old at the deadline for submitting a request for participation in the competition or tender. For building and construction contracts, the tenderer shall require an equivalent tax certificate from all sub-suppliers when contracts are signed for the assignment with a value exceeding 500 000 NOK excluding VAT.

Good ability to implement the assignment. This includes sufficient capacity and suitable manpower.
Documentation requirement:
A description of the personnel that the tenderer has at his disposal to fulfil the contract.
Good experience is required from equivalent/similar contracts for the offered work manager.
Information / overview of the work manager's experience from equivalent / similar assignments.
All the offered machines must, as a minimum, use AdBlue or equivalent in order to minimise emissions of nitrogen oxide (NOx).
Description of the offered machines' fuel and confirmation of the use of AdBlue or equivalent emission level for the offered diesel machines.
