Tenderers are invites to an open tender competition in connection with the procurement of parallel framework agreements for combined trade services. The anticipated annual scope of the agreement is estimated to be 60 000 000 NOK — 80 000 000 NOK excluding VAT. Parallel Framework Agreements will be set up with 3 — 4 suppliers and the assignment quantity will be distributed approximately equally during the contract period. The estimated scope is non binding for the Contracting Authority and may vary with need and awarded budget funds during the contract period. The tenderers must be able to offer services in all disciplines described, either directly or by utilisation of sub-contractors. The contract does not include janitorial services. Only 1 chain of subcontractors is permissible, cfr. The standard contract. For further information please refer to the tender documentation and annexes.

Tax certificate:
The selected tenderer will be required to present a tax certificate and a VAT certificate. The tax certificate must not be older than six months old at the deadline for submitting a request for participation in the competition or tender. For building and construction contracts, the tenderer shall require an equivalent tax certificate from all sub-suppliers when contracts are signed for the assignment with a value exceeding 500 000 NOK excluding VAT.

The tenderer must have the financial capacity to implement the assignment. Under this bullet point the Contracting Authority will be subject to assessment of turnover, annual results, and key figures in the balance sheet.

— Credit rating not older than six months. The Contracting Authority reserves the right to obtain the credit rating from a certified credit rating institution,

Teknisk og faglig kapasitet:
Requirement:
The tenderer shall have good implementation ability and suitable staffing to execute the assignment.
Documentation requirement:
Tenderers shall document the following in writing: an overview shall be given of the company’s employees, showing disciplines and competence levels (master certificates/certificates of apprenticeship/apprentices/unskilled workers), as well as an overview of the number carrying out the assignment (within the relevant disciplines) who have trade certificates. The number of persons in administrative management shall also be stated. We request that the overview be sent as an Excel spreadsheet. NB: CVs should not be enclosed.

The tenderer shall have good experience from similar assignments, including maintenance and alteration works in buildings that are completely or partially in use.
An overview of 3 — 5 of the primary and most relevant contracts, of which at least 1 is a Framework Agreement, carried out during the last 3 years. The overview shall contain a brief description of the assignment, value, dates, location, name of the recipient and name of the contact person at the recipient (contact person at the contracting authority will be contacted as needed).

Requirements:
A good, well functioning quality assurance system is required.
Written description of the organisation's quality assurance system. If the company is certified in accordance with ISO-9001, or equivalent, relevant certification systems, it is sufficient to present a copy of the certificate.
The tenderer must have a satisfactory environmental management system suited to the content of the contract.
Tenderers shall present a description of the tenderer’s environmental management measures. The organisation must document their environmental procedures within the themes of purchasing, energy, waste, transport and/or emissions (only relevant themes) — max. 600 words.
