Refer to point 4.1.3. The Contracting Authority notes that the procedure is an open procedure in accordance with FOA [PPR] chapter IV and that negotiations will be included. The tenderers are allowed to submit tenders for parts of the service, but not in such a way that the nature of the services is changed. The agreement period is four years with an option for prolongation for up to 1+1 year. The length of the contract period is justified by the service's special nature and the development of the service and the form of cooperation. The Contracting Authority also notes their reservation that the tender form is not completely suited to the procedure for the procurement of health services.
