Tenderers shall deliver assistance and consultancy connected to project management of the existing and future IT solutions. The assistance shall take the Contracting Authority's needs as an organisation into consideration, as well as internal and external users, connected to current and future selected IT projects. The objective of the procurement is to enter into a contract with a tenderer who can offer good project management competence with a high degree of security of delivery in the contract period.
Effective management of projects and project portfolio is business critical to achieving the Norwegian Parliament’s goals and strategies. The trend at the Contracting Authority is to implement more and more IT projects. Contribute to project work and management is therefore very important on all levels, also when concerning development of new project managers and/or to increase the competence of our existing project managers.

The Contracting Authority will need advise and competence transfer in the professional area of project management. There may also be a need to support development and application of practical management tools as the Norwegian Parliament’s administration has become a project intensive business.

The Contracting Authority wants assistance for project management of both small, medium and complex programmes and projects. Tenderers shall have project managers with good and documented competence in business and IT projects. Tenderers specialists in project management, but be well suited to contribute to guide, lead, support or strengthen business critical programme and project initiatives.

Furthermore, there will be a need for support for quality assurance, review, competence transfer and evaluation in the area of project management. The assistance can comprise both project management and other relevant project participation in ICT related projects.

The Framework Agreement has a duration of 24 months, but can be extended for 12 months up to 2 times with a maximum duration of 48 months.
