The aim of the Framework Agreement is to cover the Contracting Authority´s need for good quality tools, workshop materials and associated products and services in a cost efficient way. It must cover the Contracting Authority's permanent and arising needs, and, at the same, time focus on sobriety and control of consumption. A significant aim is to ensure a secure supply source.
Furthermore, the aim is to ensure good cooperation with a strategic cooperation partner who is always future orientated as regards, amongst other things, the impact on the environment, assortment optimisation and control of procurements.
The Framework Agreement must cover different types of work, e.g. mechanics' work, recovery operations, etc. The products will be used inside and outside, by users in Norway and abroad.
There is a need for a broad product spectrum of industrial quality — products of the highest quality with a material quality and construction that prevents the products being at risk of damage from use in environments with hard and frequent use.

The tenderer must, in accordance with the framework agreement, deliver all the tools and workshop materials and associated products and services within the following product groups:
Workplace products, electrical tools, fastening techniques, consumables, hydraulic height access equipment, hand tools, storage, lifting equipment, machines and accessories, environment articles, measuring tools, pneumatics, grinding and cutting techniques, welding, technical sealing and pressurised air techniques.

Products and services must be delivered to all of the Contracting Authority's locations nationwide. See www.forsvaret.no/fakta/tjenestesteder for an overview of the Contracting Authority's locations.
A detailed delivery scope with example products is in Part 3 “General Contract Terms”, Point 1.7. Emphasis is put on the fact that the products in Annex D only represent volume products for use in the competition. The Contracting Authority has a unilateral right to expand or reduce the delivery scope within the abovementioned product groups.

The Framework Agreement that will be signed will have an estimated total value of 540 000 000 NOK excluding VAT, including options for an extension. The estimate is made on the basis of historical figures. The estimate is not intended to be either an upper or lower limit for what can be taken from the Framework Agreement, and does not involve obligations pertaining to call-offs or purchasing. The concrete call-offs are dependent on the user´s changing need during the Framework Agreement period. These may vary in particular depending on completed exercises, placements, etc. in the contract period.

The Contracting Authority reserves the unilateral right to extend the Framework Agreement 1 or more times up to further 4 years. The Framework Agreement's maximum length will be 6 years.

Tenderers must have adequate implementation ability. Implementation ability as regards the selection criteria means suitable staff and facilities. The assessment will be based on how good implementation ability Tenderers have as regards the Contracting Authority's activities and purpose of the framework agreement. The Contracting Authority will particularly look at:

1) To what degree the size of the Tenderer's workforce will allow the Tenderer to contribute to a good service level for the Framework Agreement's users as regards, for example, staffing a supplier managed warehouse, receipt and follow-up of a large number of manual orders and deviation follow-up;

2) How comprehensive the Tenderer's storage volume is that can be used for this Framework Agreement, and the warehouse's location in Norway, cf. Point 8.3.4 in the document “Procurement Rules”. See Point 8.3.4.2 in the “Procurement Rules” for a definition of “warehouse”.
